The Interstate Aviation Committee Investigation team has completed the investigation of the accident with An-2S/H EX-02015 aircraft owned by «Valor Air» Ltd occurred in Jala-Abad region, Kyrgyz Republic on May 24, 2013.
The accident was caused by An-2S/H ЕХ-02015 aircraft collission with PTL wires during crop dusting operation.
The accident was due to combination of the following factors:
• violation of "Standard Operating Procedures during crop-dusting on An-2 by the crew members" resulted in distraction fr om monitoring for obstacles at treated land. Violation of putting PIC-trainee into operation procedure by PIC-instructor contributed to the lack of necessary crew members coordination;
• non-compliance with An-2 aircraft corrective turn procedure during weaving sections treatment not specified by crop-dusting Manual - corrective turne was performed with larger roll and lower altitude than it is specified by crop-dusting Manual.
• lack of clear recommendations in An-2 crop-dusting Manual on climb point identification procedure before obstacles in mountain area wh ere there may not be reference points and capability to put signal before obstacles.
Sun position with heading angle about 0° referred to flight vector that hampered low-contrast wires visibility and lack of day marking at air power transmission line wires.
The appropriate safety recommendations based on the investigation results were developed.
