About the new edition of Aviation Rules on the cerification of aviation educational institutions of the States Parties to the Agreement on Civil Aviation and Use of Airspace

On April 25, 2025, at the session of the Council on Aviation and Use of Airspce, a new edition of the Aviation Rules "Requirements and Procedure for Certification of Aviation Educational Institutions of the States Parties to the Agreement on Civil Aviation and Use of Airspace. Edition 3" was adopted.

Aviation Rules are developed in order to unify requirements and standards for the procedure of certification of civil aviation training institutions and establish the order of relations between the certification body - Interstate Aviation Committee and educational institutions of the States Parties to the Agreement on Civil Aviation and Use of Airspace. The Aviation Rules make it possible to avoid the need to conclude additional agreements between authorized bodies for issuing cerificates of one State Party to this Agreement when training aviation personnel in an approved educational organization of another State Party to the Agreement. 

Certification carried out within the framework of these Rules, performed by the IAC as a Regional Safety Oversight Organization (RSOO), does not replace national types of certification and accreditation of the States Parties to the Agreement, as well as other international organizations.
