On June 5, 2025, the regular meeting of the CIS Heads of Government Council was held in Dushanbe (Republic of Tajikistan).
The Chairman of the Interstate Aviation Committee Oleg Storchevoy made a report at this meeting and presented a new Concept for the harmonization of national air traffic management systems of the CIS Member States.
The current concept, which was created by the Interstate Aviation Committee, was adopted in 2003 and now requires updating due to the significant development of global civil aviation. Compared to previous approaches, the new Concept of harmonization pays special attention to improving the interaction of air traffic management systems of the CIS member states.
"In modern conditions of transformation of the civil aviation sphere, it is obvious that there is a need for a new comprehensive approach to solving the issues of unification and harmonization of air traffic management systems of the CIS countries, which is based on the factors of economic efficiency, increased aviation safety, national security, and the defense capability of states," the IAC Chairman noted in his report.
The harmonization of national air traffic management systems is aimed at ensuring the uniformity of regulatory rules, standards, procedures, and operational characteristics to simplify the interaction of national air navigation systems.
To effectively address the challenges and implement plans for harmonizing national air traffic management systems, a new vision of the process is needed, based on modern technologies and procedures that ensure continuity in the development of flight safety and modernization.
This interaction entails the development of a programmatic and flexible systems-based technical approach that allows all states to collaborate to improve their national air traffic management system development plans based on operational requirements.
The activities of the new Concept are aimed at further harmonizing national air navigation systems to improve civil aviation safety and the economic efficiency of airspace use in CIS Member States focused on ensuring the uniformity of regulatory rules, standards, procedures, and operational characteristics to simplify the interaction process.

Concluding the report, Oleg Storchevoy emphasized: "The Harmonization Concept has established an effective mechanism for interaction between the air navigation systems of the CIS Member States, addressing the challenges and specifics of the current stage of civil aviation."
It is important to note that states actively participated in the preparation of the draft new Concept and submitted constructive proposals at various stages of the approval process. At the meeting of the CIS Economic Council held on April 29, 2025, the draft Harmonization Concept was approved.
Following the meeting of the Council of Heads of Government of the Commonwealth of Independent States on June 5, 2025, the corresponding decisions were made to approve the Concept for the Harmonization of National Air Traffic Management Systems of the CIS Member States.
