The IAC took part in a joint meeting of the CIS Interstate Council for Hydrometeorology and the Project Team on the Implementation of ICAO Standards

The Interstate Aviation Committee took part in the 23d joint meeting of the CIS Interstate Council for Hydrometeorology (WG-4) and the Project Team on the Implementation of ICAO Standards (METG PT/EAST). The event was held on July 1-4, 2025, in Samarkand (Uzbekistan).

The event was organized by the Ministry of Transport of the Republic of Uzbekistan, Civil Aviation Agency under the Ministry of Transport of the Republic of Uzbekistan and Uzhydromet Agency in coordination with the ICAO Project Team on Meteorological Services in Eastern Europe and Central Asia. The participants were meteorologists from the CIS responsible for international air navigation, as well as representatives of the aviation industry.

The discussion included the conclusions and decisions of the 34th meeting of the ICAO Meteorology Group (METG/34), information from the global ICAO-METP6 groups, information from the ICAO-DMG45 VOLCEX24 groups, proposals for amendments to ICAO Annex 3 (Meteorological Service for International Air Navigation) and the new PANS-MET document. Other topics discussed included: cross-border coordination of SIGMET (en-route hazardous meteorological phenomena), subregional coordination and support for regional and global activities related to the implementation of the GANP (ICAO Global Air Navigation Plan)/ASBU (Aviation System Block Upgrades). In addition, a review of MET deficiencies was analyzed.

A workshop on the implementation of SWIM (System Wide Information Management) – an aviation data management system for PT/EAST countries – was held as part of the meeting.

The workshop was organized by the ICAO Data Management Group (DMG) Director in cooperation with the Air Navigation Bureau of the ICAO European North Atlantic Office.

The workshop had several objectives:

· to raise awareness of SWIM among the participants;

· to strengthen sub-regional planning and coordination;

· to share national experiences in implementing the system in Eastern Europe.

The workshop participants analyzed issues related to SWIM implementation, the status and plans for the transfer of IWXXM (new ICAO meteorological information exchange model). They also reviewed new and improved MET services supported by SWIM, including improved access to real-time aeronautical meteorological information. They discussed user needs and opportunities for sub-regional cooperation, actions and planning elements to support SWIM in States in the region.

The IAC presented a report on the results of the 26th meeting of the Air Navigation Coordinating Commission (ANCC) and the meeting of the Working Group on Meteorological Service for Civil Aviation Flights of the ANCC, which took place in June, 2025, in St. Petersburg.

The participants of the events noted that the WG-4 and PT/EAST program is a successful model of multilateral cooperation and contributes to the achievement of the goals of ensuring aviation safety in meteorological service for international air navigation.
