About 17th Session of Air Navigation Coordinating Commission

During the period from 29 to 31 May 2018 in the Interstate Aviation Committee the 17th Session of Air Navigation Coordinating Commission was held.

Representatives of CIS Executive Committee, International Air Transport Association (IATA), contracting states of the Agreement on Civil Aviation and Use of Airspace including representatives of state aviation of contracting states of the Agreement and a number of leading scientific production associations, scientific-research organisations and specialized universities took part in the Session work. 

The plenary meeting was provided with the Report of Air Navigation Coordinating Commission Secretariat was presented, the issues of coordination of PBN implementation at en-route segment of airspace in contracting states of the Agreement, compliance with the requirements on CNSS signals monitoring system management, ensuring aircraft flight safety in meteorological terms were considered, CIS Executive Committee representative also informed about a draft concept for harmonization of National ATM systems of States members of CIS which will be considered at CIS Economic Council. Considered issues correlate with programs adopted at meetings of 36th Session of Interstate Council on Aviation and Use of Airspace, IATA, ICAO. 

Meetings of working groups were held in accordance with the approved work plan.  

Civil-military coordination working group emphasized the concept of flexible use of airspace which includes aspects of communication, collaboration and coordination necessary for ensuring flight safety of civil aircraft and effective collaboration of all airspace users. The establishment of joint coordinating bodies for airspace structuring and management is an important element in the implementation of current and future CNS/ATM initiatives. Effective coordination of actions of such bodies is the key to meeting the needs of future air traffic taking into account national legislation of the states. 

Problems associated with the use of air-ground data links were considered at a meeting of the working group on the preparation of proposals for creation and implementation of interstate regulatory-technical basis and regulatory framework corresponding to the CNS/ATM concept.

At the same time, the work of sub-commission on aeronautical meteorology was held, which raised relevant issues on English proficiency of meteorological personnel, development of methods and means of meteorological support on the basis of unmanned aerial vehicles, etc.

An exhibition of the latest developments of Russian industry was presented during the Session. 

The meeting of Working group on unmanned aerial vehicles operation was held on experimental basis of MANS enterprise. Issues of airspace management intended for low-altitude UAS operations were discussed.  

Special equipment to combat unauthorized operations of unmanned aerial vehicles was shown at practical sessions. 

In conclusion, the results of the 17th Session of Air Navigation Coordinating Commission were summed up, the draft decision which included the current proposals of participants of the meeting was prepared.

The Session of Air Navigation Coordinating Commission was held in a spirit of constructive and professional cooperation.
