About 39th Session of Coordinative Advisory Aeromedical Council of the IAC

In the period from 10 to 13 June, 2019 within the framework of ICAO-IAC RER/01/901 “Operational Safety and Continuing Airworthiness” regional Project implementation in the Interstate Aviation Committee the Conference with International participation and 39th Session of Coordinative Advisory Aeromedical Council of the IAC in conjunction with the 110th anniversary of aviation medicine, anniversaries of the department of aviation and space medicine of Russian Medical Academy of Continuous Professional Education and Kirov Military Medical Academy was held.

The main objective of the Conference is to consolidate the efforts of the professional community, legislative and regulatory authorities of the member states of the Agreement to develop a unified concept of medical flight safety of civil and state aviation.          

Representatives of aviation authorities of civil and state aviation, health ministries of the Republic of Armenia, Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, and Republic of Uzbekistan, leading aviation companies, scientific, educational and medical institutions discussed the harmonization and consolidation of the system. medical and psychophysiological flight support, medical flight examination, preparation and skills upgrade of aviation physicians and psychologists based on ICAO Standards and Recommended Practices, the development of preventive measures to preserve health of aviation specialists working in harmful and hazardous working conditions.

The Conference addressed the historical aspects of the 110-year activity of aviation medicine in the member states of the Agreement, the work of IAC CAAC, identified future development prospects, issues of the importance of maintaining health and human factors in the professional activities of aviation specialists, and outlined solutions to the problems of aeromedical support, interdepartmental and interstate collaboration in legal and regulatory issues. Participants were informed about the results of the meeting on the implementation of the ICAO-WHO CAPSCA EUR 07 Program in Helsinki.

The members of the Working Group on cooperation in solving the tasks of medical flight support of state and civil aviation initiated by the IAC, determined the composition, reviewed the Program and Work Plan.

During the meetings, the participants reached understanding on the need to coordinate issues related to improving the system of training specialists in aviation medicine, consolidating and harmonizing regulatory documents on medical flight safety, work and rest regimes of aviation personnel.

The Forum program included events where aeromedical specialists could exchange views, get acquainted with innovative diagnostic methods. At the presented "Neurosoft" exhibition, participants got acquainted with the latest developments of medical and psycho-physiological equipment.

During the 3rd day of work, in celebration of the Day of Russia, the Forum participants visited the Central Air Force Museum of the Russian Federation.

The draft decision was unanimously approved by the members of the Council.

The event was held in a friendly and warm atmosphere with high professionalism of the participants and organization.

The IAC CAAC materials are aimed at improving the medical support of aviation, the professional level of aviation doctors, and maintaining health of civil and state aviation specialists in order to develop flight safety.
