About the results of the 43rd session of IAC Coordinative Advisory Aeromedical Council and the conference on aviation medicine

On October 8-10, 2025, the 43rd session of the Coordinative Advisory Aeromedical Council of the Interstate Aviation Committee (IAC CAAC) and the Conference with international participation "Problems of medical and sanitary-epidemiological support for aviation of the States Parties to the Agreement on Civil Aviation and Use of Airspace and ways to solve them" were held in Minsk, Republic of Belarus.

The events were attended by over 90 delegates fr om the CIS Executive Committee, civil and state aviation authorities, and ministries of health of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. Participants also included representatives of leading aviation companies, airports, and scientific, educational, and medical institutions from the Commonwealth of Independent States.

On behalf of the aviation authority of the Republic of Belarus, Vyacheslav Brovchenko, Head of the Flight Safety Department of the Aviation Department of the Ministry of Transport and Communications, congratulated the participants on the opening of the IAC CAAC and the aviation medicine conference. He noted the need to preserve the traditions of aviation medicine in the Commonwealth of Independent States, which has a more than century-long history and successfully ensures a high level of aviation safety.

Interstate Aviation Committee Chairman, Oleg Storchevoy sent a welcoming speech to the organizers and participants, wishing them productive work and professional success. "It is important that the activities of the IAC Coordinative Advisory Aeromedical Council enable the ongoing exchange of experience among forum participants, preserving and enhancing the achievements of Russian aviation medicine in alignment with the Standards and Recommended Practices of the International Civil Aviation Organization (ICAO)," the IAC Chairman emphasized in his greeting.

IAC representatives presented reports on a range of issues related to medical and sanitary-epidemiological support for civil aviation operations of the States Parties to the Agreement on Civil Aviation and Use of Airspace (hereinafter - the Agreement), medical examination in civil aviation, the organization of professional psychological selection, and current issues related to the prevention of public health hazards in civil aviation.

The IAC experts noted that civil aviation currently operates in a rapidly changing environment. New documents of ICAO and World Health Organization have been adopted in many areas of public health and civil aviation, and new international threats to public life and health have emerged. All this necessitates coordinated actions by states and international organizations aimed at strengthening the ability to prevent and address public health threats in civil aviation, expanding regional cooperation, and collaborating with public health agencies and aviation authorities to mobilize resources to achieve priority objectives in the field of medical support of aviation safety, as well as revising and standardizing the regulatory framework.

During the discussions at the IAC CAAC and the conference, issues of medical and sanitary-epidemiological support for aviation, the state of regulatory and medical-expert support in aviation medicine, psychophysiological support for aviation personnel, ways of harmonizing them given the current capabilities of clinical medicine, medical support for the safety of professional activities in aviation, the organization of the work of medical units of airport infrastructure when participating in emergency rescue operations and the provision of medical care to air transport passengers were considered.

The International Rescue Training Center (IRT center), a branch of the Institute for Retraining and Professional Development (IRPD) of the University of Civil Defense of the Ministry for Emergency Situations of the Republic of Belarus, hosted a specialized session on "Modern trends and technologies in aviation safety in the field of interdepartmental and interstate systems for the prevention and elimination of threats to public health and medical and biological emergencies in aviation." The IRT center’s training and laboratory facilities were demonstrated, and demonstration exercises on organizing emergency rescue operations in air transport were conducted, including practicing passenger evacuation, sanitization, and providing medical aid to victims.

Participants of the IAC CAAC and the conference also learned about the organization of the DOSAAF aero club of the Republic of Belarus, including the features of periodic and pre-flight medical examinations and psychological testing.

The events concluded with a roundtable discussion of topical issues, wh ere speakers emphasized the need to develop measures to harmonize medical requirements for the health of aviation personnel in the States Parties to the Agreement and align them with ICAO guidelines. Proposals for improving medical and sanitary-epidemiological support for aviation in the States Parties to the Agreement have been prepared and will be sent to the relevant departments and organizations.

Recall that the activities of IAC CAAC are aimed at improving aviation medical support, the professional level of aviation doctors, and maintaining the health of civil aviation specialists in order to enhance aviation safety.
