About the meeting of Aviation Security Coordination Council

On 3-4 September the IAC Aviation Security Coordination Council of the contracting States of the Agreement on collaboration against acts of unlawful interference in civil aviation (Minsk, 1995) was held in the headquarters of the Council on Aviation and Use of Airspace (Baku).

The problems of implementing the Roadmap for the European and North Atlantic Regions on the implementation of the ICAO Global Aviation Safety Plan (GASP) in the practical activities of the Aviation Security Services were discussed and reflected in the final Resolution of the meeting. The meeting participants agreed to coordinate the activities of national Aviation Security Services in order to achieve the following results after GASP implementation:

- improve risk awareness and response;

- develop a culture of aviation security and human capabilities;

- expand technical resources and fostering innovation;

- improve supervision and quality management;

- enhance cooperation between states in order to achieve key goals in the field of aviation security more rapidly and efficiently.

The experience of states in preparing and conducting ICAO audits in the field of aviation security was studied as part of the Universal Audit Program with a continuous monitoring mechanism. It was noted with satisfaction that all States subjected to ICAO audits showed fairly high results.

The meeting participants were practically familiarized with the activities of the aviation security service of the Baku Heydar Aliyev International Airport and the use of modern means of inspection to exclude acts of unlawful interference in the activities of civil aviation.

The meeting was attended by heads of aviation security of civil aviation aauthorities, national/state airlines and international airports of the CIS, representatives of interacting security agencies and international organizations.
