We inform you that the Interstate Aviation Committee has established a Coordination Commission on Remotely Piloted Aircraft Systems of the States Parties to the Agreement on Civil Aviation and Use of Airspace (hereinafter Agreement). The formation of the Commission was approved at the 47th session of the Council on Aviation and Use of Airspace, held on November 20, 2025.
The Coordination Commission on Remotely Piloted Aircraft Systems (hereinafter RPAS CC) is a coordinating and advisory body engaged in developing coordinated proposals and conducting systematic work in the following areas:
– improving and harmonizing national legal and technical standards for the certification, continued airworthiness, equipment, and operation of civil remotely piloted aircraft systems (hereinafter RPAS);
– training remote pilots and engineers, as well as RPAS aerodrome operators.
The RPAS Coordination Commission aims to achieve the safe and effective integration of RPAS into the existing air traffic management systems of the States Parties to the Agreement, enhance aviation safety, and align national civil aviation development programs with the Standards and Recommended Practices of the International Civil Aviation Organization (ICAO).
Representatives of the States Parties to the Agreement, international organizations, RPAS designers and manufacturers, scientific institutes, and other stakeholders are invited to participate in the work of the RPAS Coordination Commission.
The first session of the Coordination Commission on Remotely Piloted Aircraft Systems is scheduled for June 3, 2026, at 22/2 Bolshaya Ordynka Street, Moscow.
