IAC held the first meeting of the Coordination Commission on Remotely Piloted Aircraft Systems

On June 3, 2026, the first meeting of the Coordination Commission on Remotely Piloted Aircraft Systems of the States parties to the Agreement on Civil Aviation and Use of  Airspace (hereinafter referred to as the Coordination Commission) was held at the Interstate Aviation Committee.

The meeting was attended by 27 participants from five States parties to the Agreement, including representatives of aviation authorities, International Air Transport Association (IATA), air navigation services, relevant institutes, industry, AERONEXT Association, and enterprises developing and using civil unmanned aircraft systems. The Coordination Commission meeting was held in a hybrid format.

Sergey Zaiko, Deputy Chairman of the IAC and Director of the Department for Harmonization of Civil Aviation Development and Use of Airspace, addressed the meeting participants with a welcoming speech. He noted the particular significance of the launch of the Coordination Commission's work in the context of the rapid development of unmanned technologies and the diversity of scenarios and applications for unmanned aircraft: "Today, the widespread use of unmanned aircraft requires a rapid response, the development and implementation of an international regulatory framework for the safe, coordinated, and efficient operation of remotely piloted aircraft systems in the territories of the States Parties to the Agreement."

Meeting participants discussed organizational issues, selected and unanimously approved Olga Koloshich, Head of the Aviation Department of the Ministry of Transport and Communications of the Republic of Belarus, as Chairperson of the Coordination Commission for a three-year period.

Representatives of the States parties to the Agreement presented detailed reports on the current situation in the field of unmanned aviation, focusing on issues such as developer and manufacturer certification, the establishment of new airspace structure elements, personnel training, ground infrastructure, aviation safety, and the development and adoption of amendments to national regulations in this area.

The main topics of discussion focused on developing approaches to the development and use of civil remotely piloted aircraft systems in the airspace of the States parties to the Agreement, the creation of expert working groups consisting of representatives of the expert community of the States Parties to the Agreement, and the definition of the goals and objectives of these groups.

Following a constructive discussion, the meeting participants determined the number and focus of the expert working groups and scheduled the next meeting of the Coordination Commission for the first quarter of 2027.

The Coordination Commission on Remotely Piloted Aircraft Systems was established by Order No. 4 of the Interstate Aviation Committee dated February 6, 2026, based on the decision of the 47th session of the Council on Aviation and Use of Airspace dated November 21, 2025.
