About the Coordinating Transport Meeting of CIS Ministers of Transport in Minsk

     On 9 October the Interstate Aviation Committee Chairperson T. Anodina participated in Coordinating Transport Meeting of CIS Ministers of Transport in Minsk.
     In her presentation the IAC Chairperson emphasized IAC and CTM close collaboration on general terms of commitment to international law, respect of national sovereignty and mutual aspiration to effective and safe development of aviation.
     Information on implementation of agreements in the field of flight safety by the Committee with India, China, USA, European Union countries, Pacific Region, Asia, Africa, Middle East, Central and Latin America, work on certification of aircraft equipment and international airports, accident investigation was presented.
     Initiation of certification activities of A380 and Boeing-787 aircraft to be operated in leading airlines of the Member States of the International Agreement on Civil Aviation and Use of Airspace was emphasized.
     Ministers of Transport were informed that the issues of liberalization, "open skies", custom duties on imported aircraft equipment are regularly considered at sessions of Council on aviation. The IAC within the framework of signed Agreements closely collaborates and arrives at an agreed positions with CIS Council for Antimonopoly and Eurasian Economic Commission in addressing the issues that are not only the policy and economic concern but also complicated legal issue in the field of harmonization of exterritorial air and other legislation in order to create equal competitive conditions for national airlines. Provided that civil aviation heads of the contracting states of the Agreement assume that an artificial acceleration of liberalization prices of air transportation market in virtue of different level of economic and technical condition of aviation industries including aircraft fleet, air traffic control system, aerodrome network will put national air carriers in unequal economic conditions. It is in full compliance with decisions of Worldwide Air Transport conference held last year and just completed the ICAO 38th Assembly that the best interests of all carriers and undiminished security principle should be implemented.
     CTM participants were informed that the position of all airlines, aviation authorities and aviation community regarding custom duties on imported aircraft equipment is unambiguous as custom duties are not imposed on aircraft equipment in any country in the world, even in countries which, to varying degrees, lobby for their aviation industry and within the framework of Single Customs Union the requirements for three states - its participants should be equal. 
     CTM participants were informed about the IAC Chairperson meeting within the framework of the ICAO 38th Assembly with the ICAO Secretary General, ministers of transport who appreciated the IAC activity as one of the most efficient organisations in the field of aviation and that working papers presented at the Assembly by contracting states of the Agreement were supported by global aviation community. 
     In conclusion the IAC Chairperson emphasized that the IAC efficiency is determined to a large extent by support of heads of states and governments, ministers of transport of the contracting states of the Agreement for whom aviation development on the basis of international integration is the Government priority.
