About the meeting of Accident Invetigation Group Panel (AIGP)
First meeting of the Accident Investigation Group Panel (AIGP) was held in the ICAO headquarters in Montreal on April 21...24.
40 specialists took part in the workshop where they had to define work format, distribute tasks according to group panels, establish cooperation inside the panel and with other ICAO task forces and Air Navigation Commission. 15 of them including the IAC specialists are permanent panel members in accordance with memorandum of the ICAO Secretary General.
The necessity of concentrated action on information collection and elaboration of specifications and guidelines in the field of accident and incident investigation as well as in the field of flight safety. The main direction of the group activity will be systematic and regular development of the ICAO Appendixes 13 and 19, development of guidelines and procedures.
Within the framework of agenda of the 1st meeting day the following issues were discussed:
- upgrading of procedures, technologies, technical approaches of aviation accident and incident investigation, operation in conditions of aggressive environment;
- protection of information including FDR data from inappropriate usage, distribution, publication and transmission for ascertaining someone's guilt or responsibility;
- development of standards and recommended practice in the field of investigation of the events connected with unmanned aerial systems usage;
- investigation of major incidents, revision of events classified as major incidents;
- counteraction with investigation bodies, possibilities of investigations delegation;
- organization of regular meetings of the ICAO members on the issues of legislation improvement in the field of investigation and prevention of AIG accidents.
Panel work will be held on the regular basis in accordance with designated plan which will be approved by the ICAO Air Navigation Commission.
