Novikova Elena Konstantinovnа June 1, 1954 - February 2, 2016

On February 2, 2016 Novikova Elena Konstantinovna passed away as a result of illness.

After graduating fr om Plekhanov Russian University of Economics Elena Konstantinovna joined Kaskad Research Institute wh ere she continued to carry out research work and in 1983 she received a degree of Candidate of Economics Science.

More than 20 years Elena Konstantinovna had been holding senior public positions in the Ministry of Industry of Russian Soviet Federative Socialist Republic, State Committee on the Defense Industry, Ministry of Fuel and Energy of the Russian Federation, Presidential Administration of the Russian Federation and Ministry of Transport of the Russian Federation.  

The highest proficiency, exceptional diligence, commitment, strength of character, open-mindedness, long-term experience of productive work characterized Elena Konstantinovna as senior manager able to meet worldwide challenges. Elena Konstantinovna received government awards of the Russian Federation for labor merits. This is also evidenced by high titles awarded to Elena Konstantinovna including the title of honored worker of science and technology of the Russian Federation and honored economist of the Russian Federation.

Since 2003 Elena Konstantinovna took the position of the IAC Chairperson Deputy heading the most challenging area of financial and economic, administrative and legal support of the Committee work.

Her deeper understanding of the area of activity she headed contributed to the IAC coordinated policy in the field of civil aviation of States in our region. 

Kind-heartedness and sensitivity, goodwill and willingness to provide any professional and human assistance within her abilities have earned her authority and respect of all IAC colleagues. 

The cherished memory of Novikova Elena Konstantinovna will remain in our hearts forever.
