On XXVI meeting of Health Cooperation Council of CIS Member States

On June 21, 2016, the Interstate Aviation Committee took part in XXVI meeting of CIS Health Cooperation Council in Astana (Republic of Kazakhstan) where the issues related to civil aviation medical support of CIS countries were considered.

Representatives of the Interstate Aviation Committee, ministries and health system organizations of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, the UNADIS Executive Director Michel Sibide and a special representative of WHO European Regional Office Hayk Nikoghosyan took part in the Council work.

The meeting participants discussed the results and prospects of cooperation in the area of ​​public health and sanitary and epidemiological well-being in the CIS countries. Issues of intersectoral collaboration were addressed, including the prevention of public health emergencies in civil aviation.

Following the forum, joint actions were outlined to consolidate efforts in addressing issues of medical and sanitary support and the prevention of public health emergencies in civil aviation, and a proposal from the Interstate Aviation Committee to establish a permanent joint Working Group to develop proposals in this area was approved.

Considering the relevance of the ICAO-WHO global program on Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA), aimed at harmonization of regulatory documents of CIS Member States and brining them into conformity with international standards the IAC, based on the national preparedness plans received from the Commonwealth states, and ICAO and WHO documents, prepared and submitted for consideration by the Council a draft Comprehensive Action Plan for the prevention of public health emergencies in civil aviation.

Council members discussed the draft Comprehensive Plan and, based on the proposals received, recommended that the IAC Coordinative Advisory Aeromedical Council amend the document and submit it to the next meeting of the CIS Healthcare Cooperation Council.

The draft Standard Instruction for Labor Protection for specialists of the Accident Investigation Commissions submitted by the IAC was approved by the Council and recommended for practical implementation by relevant ministries and agencies of the CIS Member States.

Following the results of the Council work on collaboration in the field of CIS healthcare, Deputy Chairman of the Executive Committee  - CIS Executive Secretary, Konysbek Zhusupbekov noted that participation of influential international organizations in the meeting demonstrates interest of the participants in close collaboration aimed at addressing current healthcare issues in our region.
