25th anniversary of the Interstate Aviation Committee

Today the Interstate Aviation Committee celebrates its 25th anniversary.

Realizing their responsibility towards global aviation community and based on principles of Chicago Convention on International Civil Aviation 12 newly independent states on the post-soviet territory - one of the largest regions in the world - in December 1991 signed Interstate Agreement on Civil Aviation and Use of Airspace and its interstate bodies - Council on Aviation and Use of Airspace as its Supreme body and Interstate Aviation Committee as executive authority were established and have successfully functioned over the years.  

The main principle of the Agreement as international treaty is adherence to international regulations, respect of national sovereignty and sovereign airspace, mutual trust and common aspiration for efficient and safe development of aviation.  

the ongoing support of the heads of state and government of our region is extremely important to us, for whom the development of civil aviation and its compliance with ICAO standards, based primarily on international integration, is the highest priority.

Over the years, we have succeeded in creating and implementing an effective and balanced mechanism for global regional cooperation in the field of civil aviation and the aviation industry, which has served as a model for similar organizations in other regions of the world, with which we successfully cooperate.

We strongly supported the European Union's decision to establish the European Aviation Safety Agency (EASA) in 2004, the prototype of which is the IAC, with which we signed an international agreement and became professional partners.

Today, the Council and the IAC cooperate on the basis of international agreements, including comprehensive airworthiness and flight safety agreements with India, Canada, China, and the United States, as well as agreements with countries in the Asia-Pacific Region, Africa, the Middle East, and Latin America, and international organizations such as ICAO, IATA, EASA, COCESNA, IFALPA, ITSA, the CIS, Eurasian Economic Community, Collective Security Treaty Organization, and others. A total of 76 states and 19 international organizations participate.

Having close collaboration with major aircraft manufacturers in Russia, Ukraine, the United States, the European Union, Canada, China, and Brazil, as well as transnational corporations including Airbus, Boeing, and others, the IAC Aviation Register has certified more than 159 types of aircraft and engines.

Leading airlines in our region, along with aircraft manufacturers Tupolev, Ilyushin, Yakovlev, Sukhoi, and Antonov, widely operate Boeing, Airbus, ATR, Bombardier, Embraer, Cessna, and other aircraft. We will continue this work transparently and non-discriminatorily, regardless of country of manufacture.

102 international airports and 550 types of air navigation systems certified by the IAC gave new opportunities for development of international air traffic network. 

Over 500 thousand kilometers of international air routes including Cross Polar, Trans Siberian and Trans Asian routes have been opened in our region.

The priority of our activity in accordance with the ICAO manual on international air transport regulation is contribution to creation of economic and organizational conditions ensuring accessibility of air transportations based on market demonopolization and liberalization.  

A total of 12 specialized Coordinating Councils in various fields of air transport activity of the Member States of the Agreement act within the framework of the IAC.

IAC as international independent body registered as such in the ICAO has conducted over 600 accident investigations including major fatal accidents in 76 countries in the world.

Together with our colleagues from the International Transportation Safety Association (ITSA), which comprises 17 independent research bodies worldwide, including the USA, Canada, Great Britain, the Netherlands, France, Japan, Australia and others, and of which we have been a member for over 20 years, we do everything possible to ensure public confidence in air travel.

We continually inform our colleagues and publish information on the progress of accident investigations with the goal of developing joint global recommendations aimed at improving international civil aviation safety. These recommendations are regularly sent to ICAO..   

This work, as well as the implementation of the developed measures in collaboration with regional aviation authorities, give its positive results. 2014-2015 were the safest years for commercial aviation in the last quarter century.

The most important international decisions taken within the ICAO framework are related to the Council and the IAC, including:

• implementation of efficient regional cooperation of neighboring states;

• implementation of independent accident investigation principle based on advanced technologies;

• international industry cooperation of aviation equipment designers and manufacturers of not only our region but states of European Union, American continent, China, India, Israel and others;

• our regional programme on aviation terrorism counteraction is appreciated by ICAO as one of the best in the world;

• international flight safety monitoring programme is being successfully implemented;

Finally ICAO FANS concept based on GPS-GLONASS global navigation satellite system is widely implemented.

For exceptional contribution to the implementation of international program and civil use of GLONASS system as the utmost GNSS component, IAC Chairperson Dr. T. Anodina was given the highest UN (ICAO) award from 190 states as scientist and prominent researcher.

In this regard, the 39th session of the IAC Assembly, attended by T. Anodina, the only Edward Warner Award laureate invited to the 41st award ceremony, was a landmark event.
On September 30, during the Assembly, the ammendment to the Memorandum of Understanding between the IAC and ICAO was signed. This was the result of fruitful cooperation in civil aviation safety and marked a new stage in the implementation of ICAO Standards and Recommended Practices in the region of the Agreement's Member States.

On behalf of ICAO, the Memorandum was signed by ICAO Council President Dr. Aliu, who recognized the importance and needy of further international and regional cooperation, as well as “efficiency of the IAC activities, its high international authority and significant experience in the field of flight safety.”

The signing of the addendum will allow for the full realization of the potential for regional cooperation established by the Interstate Aviation Committee 25 years ago, for the benefit of ensuring flight safety in the regions of the newly independent states of the post-Soviet space.

Another significant event of the 39th session of the ICAO Assembly was the signing of a document on the indefinite extension of the ICAO-IAC RER/01/901 (COSCAP-CIS) project “Development of Operational Safety and Continuing Airworthiness”.

The extension and expansion of the Project's activities, as further recognition of the effectiveness of the IAC's implementation of priorities, is due to the successful and productive work over the past 15 years.

The ICAO-IAC RER/01/901 project, implemented since 2001 and currently one of the longest-term and most successful COSCAP projects in the ICAO Technical Cooperation Program with the support of ICAO partners, Airbus, Boeing, and the US FAA, has become an example of traditional methods of training aviation specialists in the form of seminars, conferences, and symposiums held at the IAC, as well as innovative methods using flight simulators, aviation equipment, and workshops at airfields and on the basis of aircraft in service.
 
The approaches and initiatives developed within the Project in the field of training aviation specialists were highly appreciated by the aviation authorities of the States Parties to the Agreement as the most effective and cost-effective due to the possibility of attracting a larger number of aviation specialists.

The project has been actively implementing the ICAO campaign "No country left behind". Over the course of 15 years, different events with participation of about 9000 aviation specialists from the region countries have been held over 15-year period within the framework of the Project. 

Intensive development of aviation personnel and government inspectors the training in various areas of aviation industry, including aviation security, flight safety, airworthiness, and others, based on ICAO Standards and Recommended Practices, as well as regulatory documents (Aviation Regulations) of the Interstate Aviation Committee, approved by the Council.

The main objective of the project is to intensive development of aviation staff, state inspectors training on various activities of aviation industry including aviation security, flight safety, airworthiness and others based on ICAO Standards and Recommended Practices and regulatory documents (Aviation Regulations) of the Interstate Aviation Committee approved by the Council is in the Project plans.

Practical cooperation in support of regional states is expanding within the framework of the Continuous Monitoring Program (CMP). This support has been effective in such states such as Armenia, Kazakhstan, Kyrgyz Republic, Russian Federation, Tajikistan, and others.

At conferences and forums held by ICAO, including the 39th Session of the ICAO Assembly, calls are increasingly being made for enhancing regional cooperation aimed at mobilizing resources and achieving aviation safety priorities. This is supported by the positive results of the establishment of regional accident investigation organizations in Central and Latin America and African continent.

It should be noted that the ICAO Manual on the establishment of similar Regional Organizations (Doc 9946) contains a reference to the IAC as a model of effective regional cooperation implementation in this area.

We fully accept and support ICAO's main slogans: "Uniting Aviation" and "No Country Left Behind." We have placed these principles at the core of our work, and they will form the basis of our future work, which, while maintaining the strong position in the international community we gained 70 years ago, will undoubtedly continue to rely on ICAO's support and participation.

We are grateful for the numerous congratulations received from States Parties to the Interstate Agreement on Civil Aviation and the Use of Airspace, ICAO Member States, international organizations, ICAO, ministries and organizations with which the IAC has closely cooperated over the years, public organizations, aviation specialists and the media.

We thank everyone and assure you that we will continue to build our work on the basis of constructive cooperation for the safe and efficient development of international civil aviation.
