25th anniversary of the Interstate Aviation Committee

Today the Interstate Aviation Committee celebrates its 25th anniversary.

Realizing their responsibility towards global aviation community and based on principles of Chicago Convention on International Civil Aviation 12 newly independent states on the post-soviet territory - one of the largest regions in the world - in December 1991 signed Interstate Agreement on Civil Aviation and Use of Airspace and its interstate bodies - Council on Aviation and Use of Airspace as its Supreme body and Interstate Aviation Committee as executive authority were established and have successfully functioned over the years.  

The main principle of the Agreement as international treaty is adherence to international regulations, respect of national sovereignty and sovereign airspace, mutual trust and common aspiration for efficient and safe development of aviation.  

Certainly, continued support of head of the states and governments of our region for which development of civil aviation and its compliance with the ICAO standards based firstly on international integration is the highest priority is of utmost importance for us.

For these years we could establish and implement effective and balanced mechanism of global regional cooperation in the field of civil aviation and aviation industry served as a model for similar organisations in other regions of the world with which we have successful cooperation. 

We have strongly supported the decision of European Union to establish European Aviation Safety Agency (EASA) in 2004 which prototype is IAC and with which we signed international agreement and became professional partners. 

Today Council and IAC collaborate on the basis of international agreement including within the framework of full-scope agreements in the field of airworthiness and flight safety with India, Canada, China, USA and also agreements with countries of Asia-Pacific region, Africa, Middle East and Latin America, international organisations, ICAO, IATA, EASA, COCESNA, IFALPA, ITSA, CIS, ЕurАsEC, CSTO and others. In total 76 states and 19 international organisations.

Having close collaboration with main manufacturers of aviation equipment of Russia, Ukraine, USA, states of European Union, Canada, China, Brazil and transnational corporations including Airbus, Boeing and others the IAC Aviation Register certified over 159 aircraft and engine types.

Leading airlines of our region together with Tupolev, Ilyushin, Yakovlev, Sukhoi, Antonov aircraft widely operate Boeing, Airbus, ATR, Bombardier, Embraer, Cessna aircraft and others. We will continue this work transparently and non-discriminatorily, independently from the manufacturing country.

102 international airports and 550 types of air navigation systems certified by the IAC gave new opportunities for development of international air traffic network. 

Over 500 thousand kilometers of international air routes including Cross Polar, Trans Siberian and Trans Asian routes have been opened in our region.

The priority of our activity in accordance with the ICAO manual on international air transport regulation is contribution to creation of economic and organizational conditions ensuring accessibility of air transportations based on market demonopolization and liberalization.  

A total of 12 specialized Coordinating Councils in various fields of air transport activity of the Member States of the Agreement act within the framework of the IAC.

IAC as international independent body registered as such in the ICAO conducted over 600 accident investigations including major fatal accidents in 76 countries in the world.

Jointly with our colleagues from International Transport Safety Association (ITSA) which includes 17 independent investigation bodies of the world including USA, Canada, Great-Britain, Netherlands, France, Japan, Australia, etc. and which member we have been over 20 years we do our utmost to ensure public confidence in air transportations.

We constantly inform our colleagues and publish information on fatal accident investigation in order to make joint global recommendations aimed at development of international civil aviation flight safety. These recommendations are constantly sent to the ICAO.   

This work and also developed activities implementation jointly with aviation authorities of the region give its positive results. 2014-2015 years were the safest for commercial aviation over the last quarter century.

Paramount international decision taken within the framework of the ICAO are connected with the Council and IAC including:

• implementation of efficient regional cooperation of neighboring states;

• implementation of independent accident investigation principle based on advanced technologies;

• international industry cooperation of aviation equipment designers and manufacturers of not only our region but states of European Union, American continent, China, India, Israel and others;

• our regional programme on aviation terrorism counteraction is appreciated by ICAO as one of the best in the world;

• international flight safety monitoring programme is being successfully implemented;

Finally ICAO FANS concept based on GPS-GLONASS global navigation satellite system is widely implemented.

For exceptional contribution to this international program implementation and civil use of GLONASS system as the utmost GNSS component the IAC Chairperson Dr. T. Anodina was awarded with the highest UN (ICAO) award from 190 states as scientist and prominent research worker.

In this regard the IAO Assembly 39th Session with participation of T. Anodina, the only Edward Warner prize winner invited to the 41th Award Ceremony has become the landmark event.
Signing the Addendum to Memorandum of understanding between IAC and ICAO which was the result of effective cooperation in the field of civil aviation flight safety and marking a new stage of cooperation in the field of the ICAO Standards and Recommended practices implementation in the region of Member States of the Agreement was held within the framework of the Assembly on September 30.

On behalf of ICAO the Memorandum was signed by the President of ICAO Council Dr. Aliu who recognized the importance and need of further international and regional cooperation and "efficiency of the IAC activity, its high international authority and substantial experience in the field of flight safety".

Signing of the Addendum will make better use of regional cooperation potential inherent by the Interstate Aviation Committee 25 years ago for the benefit of flight safety of the regions of newly independent states of post-soviet territory.

Signing of the document on indefinite extension of ICAO-IAC RER/01/901 (COSCAP-CIS) "Flight safety development and continuing airworthiness" project has become another landmark event at the ICAO Assembly 39th Session. 

Prolongation and enhancing Project activity as another recognition of the IAC priority implementation efficiency were due to successful and efficient work over last 15-year period.  
 
ICAO-IAC RER/01/901 project implemented since 2001 and which is now one of the most long-term and successful COSCAP projects in the ICAO technical cooperation Programme with the support of the ICAO, Airbus Company, Boeing, FAA USA patners has become the example of traditional methods of aviation specialists training in a form of workshops, conferences, symposiums held in the IAC and also innovative methods involving aviation training sets, aviation equipment, workshops at airfields and on the basis of operated aircraft.

Developed approaches and initiatives within the framework of the Project in the field of aviation specialists training were highly appreciated by aviation authorities of Member States of the Agreement as the most efficient and cost-effective due to the possibility of involving larger number of aviation specialists.

The project is actively implementing the ICAO campaign "No country left behind". Over 100 different events with participation of about 9000 aviation specialists from the region countries have been held over 15-year period within the framework of the Project. 

Intensive development of aviation staff, state inspectors training on various activities of aviation industry including aviation security, flight safety, airworthiness and others based on ICAO Standards and Recommended practices and regulatory documents (Aviation regulations) of the Interstate Aviation Committee approved by the Council is in the Project plans.

Practical cooperation on region states support within the framework of the "continuous monitoring programme" (USOAP) is enhancing. This support is effective in such states as Armenia, Kazakhstan, Kyrgyz Republic, Russian Federation, Tajikistan, etc.

There are increasing calls for enhancing regional cooperation aimed at mobilization of resources and achievement of priorities in the field of flight safety within the framework of Standards and Recommended practices implementation and at conferences and forums held by the ICAO, at the ICAO Assembly 39th Session. Positive results of establishing regional accident investigation organisation in Central and Latin America, at African continent contribute to it.

It should be noted that the ICAO Manual on establishing similar regional organisations (Doc 9946) contains reference on IAC as the pattern of efficient regional cooperation implementation in this field.

We fully accept and support the ICAO main slogans - "Uniting aviation" and "No country left behind". We embodied these principles in the start of our activity and they will form the basis of our further work in which we maintaining firm positions in international community established 70 years ago will certainly continue to rely on the ICAO support and participation.   

We are grateful for those numerous congratulations received from Member States of the Interstate Agreement on Civil Aviation and Use of Airspace, the ICAO Member States, international organisations, ICAO, ministries and organisations with which IAC has closely collaborated over these years, public organisations, aviation specialists and mass media.

We thank all and assure that we will continue to base our work on constructive cooperation for safe and efficient development of international civil aviation.
