On 13-14 December, 2016 the official visit of the Interstate Council on Aviation President, Interstate Aviation Committee Chairperson T. Anodina to the Republic of Kazakhstan (Astana) in which the meeting with Prime-Minister, Minister of infrastructure and development, head of civil aviation of the Republic of Kazakhstan took place was held.
During the meeting with Prime-Minister of the Republic of Kazakhstan B.A. Sagintaev T. Anodina expressed her appreciation for the emphasis placed on civil aviation development by the President Nursultan Nazarbaev, government of the country, for the constructive approach towards integration issues in different fields of our region. Great emphasis is placed on aviation in Kazakhstan - the network of passenger itineraries has been actively developed, Astana and Almaty are becoming important transportation hubs in CIS and EurAsEC transport infrastructure, opportunities of aircraft repair plants, aviation industry in general are increasing. Fruitful cooperation of aviation authorities of the Republic with the Interstate Aviation Committee makes important contribution to it.
Recognition of this progress by ICAO during continuous monitoring of mechanism implementation allowed Kazakhstan to become one of the leaders in the ICAO Standards and Recommended Practice implementation level in the region and contributed to removal of all flight restrictions of Kazakhstan airlines abroad.
T. Anodina reported to the prime-minister on the results of the Interstate Council and IAC activity within the framework of the Interstate Agreement on Civil Aviation and Use of Airspace implementation for 25-year period, regional cooperation success and plans for development of enhanced international programs on aviation in view of decisions of the 35th Council Session, ICAO 39th Assembly and ICAO-IAC agreements signed during it in September, 2016 including in the field of training for aviation specialists in accordance with the ICAO standards for the Member States of the Agreement.
T. Anodina thanked Prime-Minister for high appreciation of the Interstate Council activity efficiency, to which Kazakhstan has been one of the most active participants, Interstate Aviation Committee, for support and congratulated all people of Kazakhstan on celebrated 25th anniversary of independence.
Constructive discussion of wide range of issues connected with civil aviation development, its role in the region economy, aviation influence on global processes was held during the meeting.
Currently cooperation of the Republic of Kazakhstan with IAC within the Framework of the Agreement covers accident investigation, certification of aviation equipment, aircraft-repair enterprises, aerodromes and equipment, aviation specialists training. 369 aviation specialists were trained for the Republic of Kazakhstan within the framework of the ICAO-IAC project appreciated by the ICAO and extended for an indefinite term. The parties emphasized good integration potential for further enhanced collaboration based on the Agreement of 1991.
Substantive and constructive dialogue on the issues of areas of further cooperation was held during the meeting with the Minister of infrastructure and development and head of civil aviation of the Republic of Kazakhstan. The parties emphasized with satisfaction common understanding of ways to address the majority of the issues connected with aviation industry. It was considered that it is necessary to consolidate efforts and resources in order to ensure compliance of civil aviation systems of the region states with best global standards, ICAO Standards and Recommended Practices and also to protect interests of the Member States of the Agreement in order to ensure sustainable and cost-effective air traffic development.
Discussing prospects of enhanced cooperation the Parties agreed on establishment of IAC Coordination air traffic council consisting of experts of Member States of the Agreement for providing prompt solutions on the issues of fair competition and tariff policy development, air transportations accessibility support, increased competitiveness of civil aviation of Member States of the Agreement in the international arena.
Emphasizing IAC high reputation in the region and international arena T. Anodina awarded IAC personnel with the awards of the Republic of Kazakhstan who most significantly contributed to "establishment and development of the Republic of Kazakhstan", civil aviation flight safety promotion.
During the visit T. Anodina visited Kazaeronavigation office - one of the recognized leaders in the field of air traffic management in our region and emphasized with satisfaction the achieved progress and enormous company growth supported by country's leadership.
T. Anodina assured the participants of the meeting that Interstate Council and IAC will give priority to the issues of integration cooperation with states of our region in order to provide assistance to safe and sustainable development of civil aviation.
