On 26-27 April 2018 “Competence Based Training/Evidence Based Training (CBT/EBT) Seminar took place in the Interstate Aviation Committee. The Seminar was organized by IAC jointly with ICAO, “Airbus” and IATA within the framework of the ICAO/IAC Project RER/01/901 “Development of Operational Safety and Continuing Airworthiness”.
The participants of the event included more than 140 specialists from the Member States of the Agreement on Aviation and Use of Airspace: Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Moldova, Kyrgyz Republic, the Russian Federation, Republic of Tajikistan, the Ukraine, Republic of Uzbekistan, the European countries: Great Britain, Spain, the Netherlands, France, as well as Canada and Turkey.
During the Seminar the leading specialists from ICAO, IAC, IATA; CAAs of Russia, Great Britain, Spain, the Netherlands, France and Canada, representatives of Flight Research Institute named after M. Gromov, Airbus, the Boeing company, as well as of Russian and foreign airlines, aviation training organizations made their presentations devoted to the following subjects:
· ICAO Provision on EBT and CBT. Prospects of EBT Implementation in Pilots Training;
· Personnel training on the basis of EBT (Evidence Based Training) – new approach to the aircraft accident prevention;
· EBT Implementation. Features of the operational context of the CIS countries;
· Implementation of Evidence Based Training within the European regulatory framework. Using data and technology to enhance pilot training;
· Stepwise implementation of EBT - from legacy training to Mixed EBT to Baseline EBT;
· Instructor and Evaluator Training peculiarities;
· Optimizing training solutions. Comprehensive Analysis Process for Aviation Blended Learning Environments;
· Basic models and technologies for improvement of the capability of pilots to act in sudden and unexpected situations with a high degree of uncertainty.
The participants of the Seminar discussed experience of implementing EBT in different airlines, features of the training methods’ application, prospects and difficulties of the transitioning to a new personnel training system and other aspects of CBT/EBT.
