On 11-13 July 2018 in the CIS Executive Committee in Minsk the IAC representatives took part in the meeting of the Working group via video conference on the issues of medical and sanitary and epidemiological support of civil aircraft operations of the CIS Member States. The meeting was focused on the issues of consolidation of efforts of the Commonwealth states to combat infection diseases in order to develop common approaches in prevention, timely response and emergency management in the field of public health during civil aircraft operations.
The working group was established on the initiative of the Coordinative Advisory Aeromedical Council (CAAC IAC) at the XXVI meeting of the CIS Health Cooperation Council on June 21, 2016.
The representatives of health authorities and civil aviation authorities of the Republic of Belarus, the Republic of Kazakhstan, Kyrgyz Republic, the Russian Federation and the Executive Committee of the Commonwealth of Independent States participated in the meeting.
The working group finalized and agreed upon the Methodological recommendations presented by the IAC, the international ICAO partner on CAPSCA-EUR project and the project coordinator with aviation authorities of the Member States of the Agreement for the organization and conduct of sanitary and anti-epidemic (preventive) measures in case of identification of a patient with infectious disease presenting an emergency public health situation of international importance during air transport operations and the Model Civil Aviation emergency preparedness Plan (State) in the field of public health of international concern. Specified draft documents are submitted to the CIS Health Cooperation Council.
The meeting participants emphasized that new threats to public health emergencies could adversely affect the performance of the aviation industry. Interagency and interregional interaction, awareness, willingness/proficiency in warning and prevention of public health threats are necessary to ensure continuous aviation communications and flight safety.
