About a set of measures to ensure the safety of aircraft performing international flights near military and potential conflict zones

The President of the International Civil Aviation Organization (ICAO), Mr. Salvatore Shiacchitano, referring to the Statement of the Interstate Aviation Committee (IAC), containing a set of measures to ensure the safety of aircraft performing international flights near military and potential conflict zones and the necessity of assessing risk factors for flight operations over the conflict zones and/or near them, expressed apprciation of continued support of the IAC initiatives of “our general commitments to flight safety and civil aviation security”.

The President assured that “ICAO will remain committed to working with all parties to contribute to the safety and efficiency of civil aviation”.

The President emphasized that the ICAO Ammendment 44 to Annex 6 – Operation of Aircraft, Part 1 – International Commercial Air Transport – Aeroplanes and Ammendment 52 to Annex 11 – Air Traffic Services applicable on 5 November 2020 (State letters AN 11/1.3.32-20/18 and AN 13/13.1-20/39 respectively), contain additional provisions on conducting of safety risk assessments for activities potentially hazardous to civil aircraft. Also a new manual to replace Circular 330 – Civil/Military Cooperation in Air Traffic Management will soon be published as well as an ammendment to the Manual Concerning Safety Measures Relating to Military activities Potentially Hazardous to Civil Aircraft Operations (Doc 9554).

The IAC has repeatedly actively presented measures aimed at maintaining the safety of aircraft performing flight operations near conflict zones and participated in preparation and effective implementation of the aforementioned Annexes to ICAO standards.
