About the Workshop held in the Interstate Aviation Committee

On 28-30 March 2023 a regular instructive workshop with the representatives and candidates for representatives on the production inspection in 40 repair organizations in the Member States of the Agreement on Civil Aviation and Airspace Use (the Agreement)  was held in the Interstate Aviation Committee.
The workshop was opened by the Chairman of the Interstate Aviation Committee O. Storchevoy. In his address to the participants of the workshop the Chairman of the Interstate Aviation Committee noted that the activity of the IAC Aviation Register and the appointed representatives for the inspection of the repair production ensures compliance with the basic international standards in the interests of all the Member States of the Agreement.
For 25 years the activity of the representatives for the inspection of the repair production has been an important element of maintaining the effectiveness of the regional certification system, which is operated by the IAC Aviation Register.
In accordance with the workshop programme, the issues of the IAC Aviation Register activity on the certification of  repair organizations, registration of documents for the return of products to operation (Form C-5, C-6) and supervision of the certified repair production in accordance with the requirements of the Aviation Regulations AR-145, AR-183 were considered.
The participants of the workshop were informed about the main provisions of the recommendation material RM-SMS-0001 “Audit of the effectiveness of the Safety Management System implementation  in the organizations, engaged in the development, production, maintenance and repair of civil aviation equipment” and the recommendation circular № RC-AR-145.47a “On the creation of conditions to ensure the guarantee of the authenticity of the aircraft components used in the repair”.
Most part of the seminar programme was devoted to the study of the Amendment-145-1 to the  Aviation Regulations AR-145 adopted by the Council on Aviation and Airspace Use in 2022. The participants of the workshop received comprehensive information on the content of the requirements of the updated edition of the Aviation Regulations AR-145, international ICAO standards used in the development of the Amendment 145-1, as well as the degree of harmonization with the EASA Rules Part-145 and FAA FAR-145.
The workshop, held on the permanent basis in the IAC Aviation Register since 1999, is a unique professional event in the field of the civil aviation equipment maintenance and repair certification in the CIS and is a platform for the exchange of experience and best practices.
