On July 18, 2023, within the framework of ICAO-IAC project the seminar on investigation of serious incidents was held. The Seminar was held in an online format and organized jointly with ICAO European and North Atlantic Office and IAC. Over 100 participants from countries of European region took part in the seminar.
The Seminar was focused on topics related to notification and investigation of serious incidents, ICAO Standards and Recommended Practices. The attention of participants was drawn to the deficiencies in States of the region connected with implementation of obligations on serious incidents investigation, it was noted in particular that not all States provide investigation of serious incidents in accordance with provisions of ICAO Annex 13, publication of Final reports and ICAO notification of serious incidents. The lack of independent investigation authorities in many States of the region, according to ICAO, complicates the fulfillment of national obligations related to aircraft accidents and incidents investigation. Low level of Standards and Recommended Practices implementation in AIG indicates challenges in this field. 45% of ICAO EUR/NAT States do not have necessary processes for providing efficient investigation of serious incidents.
The speakers at the Seminar presented recommendations and examples on organization and conduct of serious incidents investigation, investigation bodies stuffing and experts training, notification procedures and Final reports publication.
The IAC presented a report on a regional approach to aircraft accident and incident investigation emphasizing ICAO’s support for regional cooperation and effectiveness of cooperation within the framework of the Agreement on Civil Aviation and Use of Airspace which ensures the efficient sharing of resources.
