IAC took part in the 14th ICAO Air Navigation Conference

The IAC delegation took part in the 14th Air Navigation Conference of the International Civil Aviation Organization (ICAO), which was held from August 26 to September 6, 2024, at the ICAO headquarters in Montreal.

The conference is held every three years and is one of the main platforms for discussing the development of international civil aviation, air navigation, flight safety, aviation security, environmental protection, etc.

ICAO brought together more than 850 representatives from 110 countries and 28 international organizations to determine further development directions in the field of air navigation, flight safety and aviation security in the near future and to develop new approaches to achieving global goals in the context of world changes and innovations. ICAO's goals for 2050 are to achieve zero fatalities in aviation accidents, zero carbon dioxide emissions and strengthen aviation as an integral part of the transport system.

Among the topical issues considered by the conference representatives were environmental issues and the introduction of technological innovations. The conference participants discussed updating global plans for ensuring flight and air navigation safety, as well as improving the efficiency of air navigation. Particular attention was paid to the security implications of emerging threats, such as radio frequency interference and cyber threats.

The decisions taken as a result of the issues considered at the 14th Air Navigation Conference will have a significant impact on shaping the future of international civil aviation and will set the stage for important decisions at the 42nd Session of the ICAO Assembly in 2025.

During conference the IAC delegation held a number of working meetings with colleagues from other countries and organizations. Consultations were held with representatives of relevant ICAO departments on issues of developing regional cooperation, conducting ICAO audits, joint projects in the field of improving flight safety and training aviation specialists.

It should be noted that the Interstate Aviation Committee pays great attention to issues of interaction with the International Civil Aviation Organization. IAC regularly participates in ICAO events aimed at increasing flight safety, improving international norms and standards in the field of civil aviation. In addition, IAC specialists actively participate as experts of ICAO working groups in the preparation of working, methodological and information documents in various areas of activity.

ICAO Air Navigation Conferences are an important vehicle for discussing and developing strategies for the development of international civil aviation, as well as for preparing decisions for the Air Navigation Bureau, Council and ICAO Assembly.
The agenda for the 14th Air Navigation Conference included the following topics:
reprioritization of the ICAO Business Plan for 2023–2025;
strategic alignment of global efficiency plans;
evolution of the Technical Commission of the ICAO Assembly;
alignment of future three-year business plans with the long-term strategic plan;
timely and safe use of new technologies;
development of aviation technologies that contribute to the achievement of the Long-Term Global Aspirational Goals (LTAGs);
addressing safety risks associated with aviation technologies development;
publishing the Global Aviation Safety Plan (GASP) for 2026–2028;
future aerodrome infrastructure and adaptation measures for new aviation technologies such as hydrogen-powered and electric aircraft;
strategies for developing existing mechanisms to support the safe introduction of new aviation technologies;
phased decomissioning of outdated systems;
hyperconnectivity of the air navigation system;
concept of the connected aircraft and its challenges;
cybersecurity and resilience of information systems.
