About the session of the Council on Aviation and Use of Airspace

On November 21, 2024, the Interstate Aviation Committee held a session of the Council on Aviation and the Use of Airspace, which was attended by by plenipotentiary representatives of the States parties to the Agreement on Civil Aviation and Use of Airspace.

During the Council session, IAC Chairman Oleg Storchevoy presented a brief report on the results of the IAC's work this year.

The Council approved the Regulations on Observer Status with the Council, the Procedure of joining the Agreement on Civil Aviation and Use of Airspace and Regulations on audits of financial and economic activities of the Interstate Aviation Committee.

The Chairman of the IAC reported on the developed Concept of Constructing a Common Information Space for the data exchange in the field of flight safety, investigation of aviation accidents and incidents. The Council instructed the IAC to continue its work in this area and submit at the next session of the Council proposals on the use of existing similar software products, as well as calculations for the development and implementation of new ones.

At the session of the Council, Amendment No. 6 to Volume II of the AR-170 Aviation Regulations, submitted for consideration, was approved. Part 170 "Certification of aerodromes and airways equipment". Volume II "Certification requirements for the equipment of airfields and airways". The third edition, 2013, in the edition prepared by IAC specialists based on the accumulated experience of practical certification in continuation of activities on harmonization of requirements with Standards and Recommended Practices of the International Civil Aviation Organization (ICAO).

The Council instructed the IAC to discuss with a group of experts from the States parties to the Agreement a new version of the Aviation Regulations "Requirements and procedure for certification of aviation educational institutions of the States parties to the Agreement on Civil Aviation and Use of Airspace." Based on the results of the discussion, to prepare and submit a new version at the next 46th session of the Council.

The Council approved documents related to the financing of the IAC activities for 2025. 

The next session of the Council is scheduled for April 24-25, 2025 in Moscow.
