On January 22, 2025, in Moscow, the Chairman of the Interstate Aviation Committee Oleg Storchevoy took part in the meeting of the Commission on Economic Affairs of the CIS Economic Council.
The draft Concept of Harmonization of national Air traffic Management Systems of the CIS member States (hereinafter referred to as the Concept) was presented to the members of the Commission. The need to adopt a new Concept is due to the intensive development of civil aviation in modern conditions.
The concept is a mechanism containing a system of agreed conceptual and practical approaches to the integrated way of functioning and development of the air traffic management system (ATM) in the Eurasian space.
The harmonization process is carried out taking into account the provisions of the Global Air Navigation Plan of the International Civil Aviation Organization, which is based on the concept of the evolution of the global ATM system and the requirements for the aviation industry in terms of enhancing the quality of forecasting, implementation of advanced communication, navigation and surveillance technologies.
"In comparison with the approaches laid down in the current Concept from 2004, which was founded by the Interstate Aviation Committee, the new document pays special attention to improving the interaction of air traffic management systems of the CIS member states. Here we are talking, first of all, about planning and implementing measures aimed at improving flight safety, coordinating activities in the field of air traffic management and maintenance, transition to modern aeronautical information management, and introduction of the international geocentric coordinate system WGS-84," Oleg Storchevoy stated in his report.
It is important to note that the CIS member States actively participated in the work on the preparation of the new version of the Concept and submitted constructive proposals at various stages of coordination.
The IAC Chairman drew the attention of the meeting participants to the fact that the implementation of the Concept will improve the efficiency of the functioning of national systems during various changes in air traffic: it will increase the capacity of airspace, improve the quality of flight regularity and will contribute to enhancing flight safety.
"The Interstate Aviation Committee, as a regional aviation safety organization, participated in the development of this Concept and is ready to provide all necessary support in its implementation in the future," Oleg Storchevoy emphasized at the end of the report.

The Economic Council of the Commonwealth of Independent States is the main executive body that ensures the implementation of agreements adopted within the CIS, decisions of the Council of Heads of State and the Council of Heads of Government of the Commonwealth on the establishing and functioning of a free trade zone and other issues of socio-economic cooperation.
