About the meeting of the IAC Chairman with the Ambassador of the Republic of Singapore to Russia

On February 4, 2025, the meeting of the Chairman of the Interstate Aviation Committee Oleg Storchevoy with the Ambassador of the Republic of Singapore to the Russian Federation Neo Ek Beng Mark was held.

During the meeting the IAC Chairman briefed on the main activities of the IAC which is aimed at establishing the system of safe air transport operation in the region and is carried out on the basis of the interstate Agreement on Civil Aviation and Use of Airspace (hereinafter – the Agreement). He also reported that the IAC conducts independent accident investigation, develops and improves the system of common aviation rules on the basis of the ICAO Standards and Recommended Practices, coordinates the issues of aviation specialists training, participates in the development of recommendations on accident prevention in the future.

Given the interest of the Singaporean Side, clarifications were given on the procedure of delegating the IAC’s authority from the States parties to the Agreement on certification of aeronautical equipment, as well as ICAO-IAC collaboration.

During the discussion, the issue of the possibility of accession to the Agreement by new States and possibility of their participation in the observer status was highlighted. Oleg Storchevoy informed that the Agreement is open for accession by new States, and IAC will welcome any unification of efforts contributing to safe, orderly and sustainable development of global civil aviation.

During the meeting the Ambassador of the Republic of Singapore to Russia emphasized that air transport in Singapore is important for social and economic development and Changi Airport is considered one of the main air transport hubs in Asia. In this regard, the issues of safe operation of air transport are of priority importance and are constantly monitored by authorized bodies.

The parties agreed on the advisability of further development of mutually beneficial cooperation in the field of aviation personnel training and exchanging experience in the field of flight safety.
