IAC delegation took part in CIS Economic Council

On April 29, 2025, a delegation of the Interstate Aviation Committee took part in the 105th meeting of the Economic Council of the Commonwealth of Independent States, held in Tashkent.

IAC Chairman Oleg Storchevoy presented a report on the draft Concept for the Harmonization of National Air Traffic Management Systems of the CIS States to members of the Economic Council. The need to adopt a new concept is due to the intensive development of civil aviation in modern conditions.

The harmonization concept is a mechanism containing a system of agreed fundamental and practical approaches to the integrated functioning and development of the air traffic management (ATM) system in the Eurasian space.

The harmonization process is carried out taking into account the provisions of the Global Air Navigation Plan of the International Civil Aviation Organization, which is based on the concept of the evolution of the global ATM system and the requirements for the aviation industry in terms of improving the quality of forecasting, introducing advanced communication, navigation and surveillance technologies.

Compared to the approaches included in the current Concept of 2003, which was initiated by the Interstate Aviation Committee, the new document pays special attention to improving the interaction of air traffic management systems of the CIS member states.

The draft Concept is aimed at developing planning and implementing measures aimed at improving aviation safety, coordinating activities in the field of organizing flows and air traffic services, transitioning to modern aeronautical information management, and introducing an international geocentric coordinate system.

It is important to note that the CIS states actively participated in the work on preparing the new version of the Concept and submitted constructive proposals at various stages of approval.

The IAC Chairman drew the attention of the meeting participants to the fact that the implementation of the Concept will improve the efficiency of national systems during various changes in air traffic, including: increasing airspace capacity, improving the quality of flight regularity and contributing to the increase in flight safety level.

"The Interstate Aviation Committee, as a regional organization in the field of aviation safety, participated in the development of this Concept and is ready to provide all necessary support in its implementation in the future," Oleg Storchevoy emphasized in conclusion of his report.

The draft Concept was unanimously approved by the CIS Economic Council for subsequent consideration by the Council of Heads of Government of the CIS member states.

The Economic Council of the Commonwealth of Independent States is the main executive body that ensures the implementation of agreements adopted within the CIS, decisions of the Council of Heads of State and the Council of Heads of Government of the Commonwealth on the creation and functioning of a free trade zone and other issues of socio-economic cooperation.
