Today, June 3, 2025, the international conference "Unmanned aviation: state, problems and prospects for the development" has been launched at the Interstate aviation committee. The conference will last for 2 days, during which the key issues, challenges and opportunities for the development of the industry will be discussed. Experts will be able to share achievements, problems and outline ways for further development.
The event is attended by the representatives of international organizations (ICAO, IATA, CIS, Eurasian Economic Commission), aviation authorities of the States parties to the Agreement on Civil Aviation and Use of Airspace, as well as the specialists of unmanned aircraft systems manufacturers, operators, training centers and universities.
Oleg Storchevoy, IAC Chairman, opened the conference. "Today unmanned aircraft systems are really becoming an integral part of the economy, and that is why ensuring the safe operation of unmanned aicraft is one of the priorities of air carries, airports and air traffic management services. We are intended to carry out coordinated, targeted work in this area in the interests of the States parties to the Agreement including in the field of rulemaking, and we hope for your support and joint effective work", the IAC Chairman emphasized.
Deputy Minister of Transport of the Russian Federation, Chairman of the Council on Aviation and Use of Airspace, Vladimir Poteshkin welcomed the conference participants and reported on the national project "Unmanned aircraft systems" being implemented in Russia, which is aimed at the comprehensive development of a new sector of the economy: from the UAS manufacture and infrastructure development to the creation of the necessary scientific and technical reserve and meeting the personnel needs of a rapidly developing industry. "Unmanned technologies are becoming an integral part of our lives, transforming familiar processes and creating new opportunities for business and society. That is why it is important to share experiences and developments and jointly seek solutions to existing challenges,” Vladimir Poteshkin noted in his welcoming speech.
Elkhan Nakhmadov, Deputy Regional Director of EUR/NAT, participated in the videoconference and informed the participants about the work carried out by the International Civil Aviation Organization (ICAO) on the safe integration of unmanned systems into global civil aviation, which is reflected in the ICAO Standards and Recommended Practices.
Dmitry Kosolapov, an expert of the International Air Transport Association (IATA), also spoke about the international experience of using airspace by remotely piloted aircraft systems (RPAS), and Andrey Yablokov, an expert of the ICAO working group on unmanned aircraft systems, presented an analysis of the use of RPAS in international and domestic practice.
On the first day of the conference, the features of calculating flight safety risks when performing flights on RPAS and cybersecurity risks during their operation were considered. Separately, issues of personnel training and the experience of training external pilots in the CIS countries were discussed.
In addition, at the IAC conference site, experts were able to hold a number of working meetings and discuss current issues of unmanned aircraft systems development.
