Outcomes of the 42nd Session of the ICAO Assembly

A delegation of the Interstate Aviation Committee, headed by Chairman Oleg Storchevoy, took part in the discussion of key issues at the 42nd Session of the Assembly of the International Civil Aviation Organization (ICAO).

The ICAO Assembly was held at ICAO Headquarters in Montreal on September 23 - October 3, 2025, and brought together more than 3,000 participants from 193 countries, including heads of aviation authorities and international and regional organizations. The discussion included important issues related to global policymaking for the next three years, aviation safety, and challenges and solutions for the sustainable development of international civil aviation.

At the Assembly Session, the Interstate Aviation Committee presented five working documents, which generated constructive discussions and were considered when preparing the Assembly reports. The IAC's proposals addressed issues of international cooperation and the development of regional organizations, the accident investigation system, the development of unmanned aircraft systems, and the inadmissibility of "double standards" in aviation safety issues in light of the ICAO Chicago Convention.

While discussing documents adopted by the ICAO Assembly, IAC representatives noted that issues of sustainable development of global aviation and aviation safety must be based on broad international consensus and the fundamental principles adopted by ICAO. Using ICAO's platform to serve the interests of only a few States is unacceptable.

On the sidelines of the 42nd Session of the ICAO Assembly, the IAC delegation held talks with a number of states and organizations on issues of developing regional cooperation, conducting ICAO audits, joint projects to enhance aviation safety, and aviation specialists training.

During the negotiations, agreements were reached on expanding cooperation in the field of aviation safety, both at the regional level and within the framework of ICAO's efforts aimed at ensuring the sustainable development of civil aviation and based on the principles of the Convention on International Civil Aviation, without introducing politicization into the issues being addressed.

Recall that at the ICAO venue the IAC signed a Memorandum of Cooperation on Air Accident Investigation with the regional organization BAGAIA и Certification Interaction Procedures with the Kyrgyz Republic.

The 42nd Session of the ICAO Assembly reaffirmed the importance of uniting the efforts of all aviation market participants to strengthen international cooperation, advance safety initiatives, legal regulation, and the dynamic development of civil aviation. This collaborative effort will make a practical contribution to the safe and sustainable development of global civil aviation.

"The IAC is prepared to continue its cooperation with ICAO in order to implement practical solutions aimed at enhancing aviation safety and improving international norms and regulations, given the inadmissibility of double standards in aviation safety issues," the IAC Chairman noted, summing up the Committee's participation in the 42nd Session of the ICAO Assembly.
