On 29 September - 1 October 2025, a meeting of the European Performance-based Navigation (PBN) Task Force and the EUROCONTROL Navigation Steering Group (ICAO EUR PBNC TF/13 and EUROCONTROL NSG/40) was held in Brussels at the headquarters of the European Organization for the Safety of Air Navigation (Eurocontrol) under the auspices of the International Civil Aviation Organization (ICAO)
The Interstate Aviation Committee was represented at the meeting by employees of the Department for Harmonization of Civil Aviation Development and Use of Airspace. The meeting, which was held in a hybrid format, was attended by over 100 representatives from most European Union countries and states parties to the Agreement on Aviation and Use of Airspace, as well as representatives from ICAO and EUROCONTROL.
At the beginning of the event, a list of ICAO and EUROCONTROL joint actions for the medium term was announced in the context of global and regional developments in the field of performance-based navigation (PBN). This was followed by ICAO presentation outlining significant developments in international aviation over the previous six months.
During the meeting, a review of key documents on PBN in the European Region (EUR Doc 029 and Doc 025) was conducted, including a detailed Concept for the implementation and modernization of navigation systems until 2030.
The presentations on PBN validation by the Task Force member states and air navigation service providers highlighted the associated issues that require more in-depth analysis and assistance from international experts.
The Aviation Safety Team has conducted a review of air traffic control tools related to barometric vertical navigation (Baro-VNAV).
Presentations of air navigation platforms that ensure data reliability and automation of information security (Sherlok and Grid) were made.
Air navigation service providers discussed the advantages of modern developments in the field of GNSS satellite navigation (EGNOS, GALILEO, SESAR, LPV), used to implement the PBN Concept.
Emphasis was placed on measures aimed at protecting information from the increasing incidents of data blocking and substitution (GPS jamming and GPS spoofing) and measures to reduce radio interference.
The ICAO Regional Working Group on Aerodrome Operations (RWGAO) raised the issue of future precision approach capabilities. In this context, a comparative analysis of various augmentation systems (SBAS and GBAS) was conducted. A proposal was made for their integrated use in conjunction with ILS to ensure navigation reliability in case of a failure of one system.
A Eurocontrol representative announced updates to the PANS-AIM guidelines for the global navigation satellite system.
The next meetings will be held in April and October 2026.
