On September 25-26, 2025, the 36th session of the Interstate Council on Hydrometeorology of the Commonwealth of Independent States was held in Tashkent (Republic of Uzbekistan).
The event brought together representatives from nine CIS countries, the World Meteorological Organization (WMO), CIS Executive Committee, and Interstate Aviation Committee (IAC) to discuss current issues.
The national hydrometeorological services of the CIS countries reported on their activities and cooperation within the CIS and WMO. They also reported on the operation of the ground-based observation network and the results of monitoring the activities of the CIS interstate hydrometeorological network in 2024-2025.
In particular, the following issues were reviewed:
– implementation of the Agreement on the Interstate Hydrometeorological Network of the CIS;
– strategy for the development of hydrometeorological activities in the CIS countries and the progress of implementing its implementation plan;
– activities of national hydrometeorological services of the CIS countries in actively influencing hydrometeorological processes in the atmosphere;
– organization and development of meteorological service systems for civil aviation flights in the CIS countries, given the Aeronautical Meteorology Programme and the ICAO Global Air Navigation Plan (GANP);
– implementation of the WMO Information System 2.0 in national hydrometeorological services of the CIS countries;
– activities of states in transitioning to the production and assimilation of OPMET data in IWXXM format and connecting to national centers for the exchange of OPMET data via fixed aeronautical communication channels.
The second day of the 36th session was devoted to research and methodological work. Representatives of the national hydrometeorological services of the CIS countries reported on the implementation of their services' priority research areas and described the activities of the North Eurasia Regional Climate Center. Furthermore, information was presented on the implementation of the Joint Action Plan for the sustainable development of human resources of national hydrometeorological services in the context of climate change, information and telecommunication systems, and participation in the activities of the Group on Earth Observations.
The participation of the IAC in events dedicated to the functioning of hydrometeorological services of the CIS countries is an important part of the activities of the Committee for the Coordination of Civil Aviation Development Programs of the States Parties to the Agreement on Civil Aviation and Use of Airspace and is aimed at enhancing aviation safety level.
