Oleg Storchevoy, Chairman of the Interstate Aviation Committee, took part in the Third CIS Conference on Counteracting Terrorism and Extremism, which was held on 23 October 2025 in Dushanbe (Republic of Tajikistan).
The event was organized by the State Committee for National Security of the Republic of Tajikistan and the Anti-Terrorism Center of the Commonwealth of Independent States. The conference was attended by more than 150 delegates representing the competent bodies of the CIS Member States and the Shanghai Cooperation Organization Member States. The event was also attended by representatives of 5 international organizations and a number of CIS scientific and educational organizations.
During the conference, the participants exchanged national experience in counteracting terrorism and extremism, considered current issues of multilateral cooperation and discussed the ways of improving scientific and educational support for anti-terrorism activities.
Oleg Storchevoy, Chairman of IAC, made a presentation on international cooperation aimed at reducing the risks of malicious use of unmanned aircraft systems (UAS) and cyber threats in the field of civil aviation.
The Chairman of IAC proposed four strategies to prevent the misuse of drones, aimed at the development of regulations to control the UAVs production, development of standards to control the UAVs sale and their registration in centralized databases under the supervision of the CAAs of the respective countries, development of technologies for detecting and neutralizing UAVs in critical areas and international cooperation on a wide range of issues to prevent the malicious use of UAVs.
According to Oleg Storchevoy, states and international organizations need to develop universal principles and standards that will prevent the use of unmanned aerial vehicles for terrorist purposes.
At the Third CIS Conference on Counteracting Terrorism and Extremism the participants expressed their firm determination to strengthen and develop cooperation in counteracting terrorism and extremism guided by the principles of openness and mutual trust, in accordance with the international law.
The professional dialogue continued on 24 October 2025, during a briefing held with the support of the United Nations and devoted to counteracting terrorism and extremism. Competent bodies of the CIS Member States held joint anti-terrorism exercises “Commonwealth -- Anti-Terror – 2025”. There was also held a session of the Coordination Meeting of the Chairmen of the Defense and Security Committees of the parliaments of the CSTO Member States.
The conference noted the high level of cooperation between IAC and the Anti-Terrorism Center of the CIS Member States. The Interstate Aviation Committee, represented by the IAC Chairman, was awarded a commemorative medal of the Anti-Terrorism Center of the CIS Member States for its significant contribution to the improvement of cooperation between the competent bodies of the CIS Member States in the field of counteracting terrorism.
