Information security in the processing and transmission of meteorological data was discussed in IAC

A videoconference meeting on “Information Security in the Processing and Transmission of Meteorological Data” was held at the Interstate Aviation Committee. More than 70 specialists from 7 Member States of the Agreement on Civil Aviation and Use of Airspace (the Agreement) took part in the meeting.

The meeting addressed the issues of protecting meteorological information from unauthorized access to meteorological servers and raising the specialists` awareness on the information protection methods. The participants also discussed the preparation of proposals for introducing amendments to the “Meteorology” (PANS-MET, Doc 10157) to be submitted to the International Civil Aviation Organization (ICAO).

The following reports were presented and discussed:

  • Issues of the implementation of the ICAO Cybersecurity Strategy for the Automated Air Traffic Control System;

  • General concepts of information security in the processing and transmission of meteorological data in aviation;

  • Peculiarities of using quantum cryptography to protect information in civil aviation;

  • Improving the methods of providing meteorological information to the air traffic controller using intelligent automation;

  • On the need of transmitting meteorological information in ADS-B messages;

  • Discussion of the updates to ICAO and the World Meteorological Organization (WMO) documents.

During the discussion of the ICAO documents “Meteorology” (PANS-MET, Doc 10157), “ICAO Abbreviations and Codes” (PANS-ABC, Doc 8400) and “Manual of Aeronautical Meteorological Practice” (Doc 8896) experts identified discrepancies in the coding of meteorological information with the document “Aerodrome Reports and Forecasts” (WMO № 782). In this regard the participants of the meeting agreed that it is necessary to organize the collection and generalization of the proposals of the Member States of the Agreement at the IAC site for the further elaboration of this issue with the relevant organizations.

The Interstate Aviation Committee is systematically working to improve the processing and transmission of meteorological data. This area of IAC activity is important for enhancing the safety level of the civil aviation functioning in the region. The practice of such meetings will be continued by IAC in the future.
