The Chairman of the Interstate Aviation Committee, Oleg Storchevoy participated in a working meeting of representatives of the border agencies of the CIS Member States

The Chairman of the Interstate Aviation Committee, Oleg Storchevoy participated in a working meeting of representatives of the border agencies of the CIS Member States, cooperation bodies of the Commonwealth, and working structures of international organizations. The meeting took place in Moscow on February 18, 2026, at the Coordination Service of the CIS Border Troops Commanders Council (CBTC).

Representatives of the border agencies of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, and Republic of Uzbekistan, and fourteen international and two scientific and educational organizations, took part in the meeting.

The results of joint special border operations (JSBO) conducted in 2025 were summarized and detailed plans for the preparation and implementation of JSBO in 2026 were discussed at the working meeting. Participants noted the importance of coordinating and maximizing the integration of efforts to jointly counter threats on the external borders of the CIS Member States.

The IAC Chairman presented a report outlining the main areas of IAC activity to ensure safeguarding civil aviation against acts of unlawful interference. This work is carried out by the Committee jointly with the aviation security services, scientific, and educational centers of the states of our region, in accordance with the CIS Program of Cooperation in Countering Terrorism and Extremism.

Oleg Storchevoy identified one of the threats to the safe development of civil aviation: the use of commercial air transport for the purposes of illegal migration. "The smuggling of migrants is a global problem. Since air transport is a widely used mode of transport, a solution to this issue is only possible through the coordination of all market participants at the international, regional, and national levels, with the active support of airlines, airport authorities, and other stakeholders in the aviation industry," Oleg Storchevoy emphasized. In his report, the head of the IAC outlined a number of measures that should be taken to effectively combat illegal migration and the smuggling of migrants by air.

Summing up the working meeting, the participants noted the need for timely coordination of forces and resources deployed during practical events to promptly respond to border security threats.

This event marked another step in consolidating joint efforts to combat cross-border crime on the external borders of the Commonwealth states.
