On the Session of the Council on Aviation and Use of Airspace

On April 9, 2026, the 48th Session of the Council on Aviation and Use of Airspace (Council) was held in Dushanbe, Republic of Tajikistan, with the participation of plenipotentiary representatives of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, and Interstate Aviation Committee.

The Chairman of the Council – Director of the Civil Aviation Agency under the Government of the Republic of Tajikistan, Khabibullo Nazarzoda, warmly welcomed all participants of the Council Session, giving the floor to the Minister of Transport of the Republic of Tajikistan, Azim Ibrohim. The Minister praised the 35-year work of the Council and the IAC, noting their positive contribution to the development of civil aviation in the region and aviation safety. In conclusion, he wished fruitful work to the participants of the Council Session.

During the Session, IAC Chairman Oleg Storchevoy presented a report to the Council on the Interstate Aviation Committee's activities over the past year and an analysis of aviation safety in the States Parties to the Agreement on Civil Aviation and Use of Airspace (hereinafter referred to as the Agreement) in 2025. It was noted that safety performance indicators in commercial aviation of the States Parties to the Agreement are the best for the period 2021-2025.

The Session participants engaged in a constructive dialogue on current issues in the development of civil aviation and regional cooperation, considering the decisions of the 42nd Session of the ICAO Assembly and events held under the auspices of the Commonwealth of Independent States. The need for collaboration and exchange of experience in the development of regulatory documents harmonized with ICAO Standards and Recommended Practices, as well as in the preparation and conduct of ICAO audits, was particularly emphasized. The plenipotentiary representatives of the Republic of Tajikistan, Republic of Belarus, and Republic of Kazakhstan noted positive experiences in this area. Expanding IAC's comprehensive support activities for States will be a priority for the Committee in the coming years.

The session discussed the latest ICAO initiatives, including the CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) program, which is scheduled to be implemented in regional States beginning in 2027. State representatives agreed on the need to coordinate efforts to implement this initiative within the IAC platform.

Summarizing the issues discussed at the Session, the plenipotentiary representatives emphasized that the interaction between States Parties to the Agreement is constructive and has great potential for further development. Joint efforts in developing regional aviation will ensure the safe and efficient operation of air transport.

The Council Session participants noted the excellent organization and conduct of the event by the aviation authorities of Tajikistan, expressing their sincere gratitude to the Director of the Civil Aviation Agency under the Government of the Republic of Tajikistan, Khabibullo Nazarzoda, and all his staff for the warm welcome and exceptional hospitality.

The 49th Session of the Council, timed to coincide with the 35th anniversary of the signing of the Agreement and the establishment of the Interstate Aviation Committee, is scheduled for November 2026.
