ICAO Global Implementation Support Symposium (GISS 2026)

On April 14-16, 2026, a delegation of the Interstate Aviation Committee, headed by IAC Chairman Oleg Storchevoy, participated in the International Civil Aviation Organization (ICAO) Global Implementation Support Symposium (GISS-2026) in Marrakech, Morocco. The event brought together aviation industry leaders, government representatives, international organizations, and business leaders to discuss key issues in the development of global civil aviation.

The Global Implementation Support Symposium (GISS) is an international platform for exchanging experiences to develop human resources and support the implementation of civil aviation standards. The theme of GISS-2026 is "Regional Solutions, Global Benefits."

GISS-2026 was opened by ICAO Council President Toshiyuki Onuma and Moroccan Minister of Transport and Logistics Abdelssamad Kayou.

The symposium included a panel session on the development of regional safety oversight organizations (RSOOs) and accident investigation organizations (RAIOs), their role in the global aviation safety system, and prospects for further improvement. Participants discussed the challenges facing States, including the shortage of human and financial resources, as well as the need to harmonize regulatory frameworks in accordance with ICAO Standards and Recommended Practices. The session noted that regional mechanisms are becoming an effective tool for pooling resources, conducting joint audits, and enhancing aviation safety.

The discussion focused on practical approaches to improving the effectiveness of regional cooperation and highlighted the role of regional cooperation in accelerating the implementation of ICAO standards to enhance the resilience of the global aviation system.

Following the panel session, participants agreed that regional mechanisms are becoming an integral part of the global aviation safety architecture, contributing to increased efficiency and the development of international cooperation.

On the sidelines of the symposium, the IAC delegation held meetings with delegations from States Parties to the Agreement on Civil Aviation and Use of Airspace, as well as with the heads of civil aviation of Morocco, the ICAO Secretariat, and ICAO Council President Toshiyuki Ohnuma.

Evaluating the results of GISS-2026, the IAC Chairman emphasized the exceptional importance of the symposium as a key platform for sharing experiences, coordinating global efforts, and implementing advanced solutions in the industry. GISS strengthens international partnerships and sets benchmarks for sustainable development.

GISS (Global Implementation Support Symposium) is an annual international symposium organized by ICAO dedicated to supporting the implementation of standards, avaition safety, innovation, and sustainable development of air transport, bringing together Member States and experts. GISS serves as a platform for advancing sustainable aviation in line with ICAO's No Country Left Behind initiative, providing opportunities to network with colleagues and explore ways to strengthen efforts to implement sustainability principles in aviation worldwide.
