On June 17, 2026, the Interstate Aviation Committee hosted the 27th meeting of Air Navigation Coordination Commission, attended by representatives of aviation authorities and air navigation service providers from the six Member States of the Agreement on Civil Aviation and Use of Airspace.
Representatives from the Republic of Belarus, Republic of Uzbekistan, Kyrgyz Republic, Republic of Tajikistan, Republic of Kazakhstan, and Turkmenistan participated in the meeting, as well as experts from the Russian Federation and the International Air Transport Association (IATA). The Coordination Commission meeting was held in a hybrid format.
Opening the event, Sergey Zaiko, Deputy Chairman of the IAC and Director of the Department for Harmonization of Civil Aviation Development and Use of Airspace, noted the relevance of the meeting's agenda: "Implementing the provisions of the Concept for Harmonization of National Air Traffic Management Systems of the CIS Member States, approved by the Council of CIS Heads of Government on June 5, 2025, is not just a technical solution, but a strategic step toward strengthening aviation safety and developing air traffic in the region."
The meeting addressed key issues related to the creation of a unified CIS air navigation space as a key factor in the safe operation of air transport. In addition, organizational issues of the Air Navigation Coordinatiion Commission were discussed, and Akmal Djumaev, a representative of the Republic of Uzbekistan, was elected and unanimously approved for a three-year term as Chairman of the Coordinating Commission.
The main topic of discussion was the draft Concept for the Creation of a Single Air Navigation Coordination Center for the CIS Countries, "Eurasiacontrol" (hereinafter referred to as the Concept). A report on this issue was presented by IAC experts jointly with experts from the International Air Transport Association (IATA) and the Russian Federation.
During the discussion of the Concept, members of the Air Navigation Coordination Commission – representatives of the Republic of Belarus, the Republic of Kazakhstan, the Republic of Uzbekistan, the Kyrgyz Republic, the Republic of Tajikistan, and Turkmenistan – agreed on the relevance of the factors and regional issues outlined in the report for airspace planning and use, the benefits of regional airspace coordination, and the importance of cross-border coordination. According to meeting participants, the implementation of the Concept's provisions will simplify the flight planning process for operators and improve the efficiency of airspace coordination in the region by selecting the most optimal routes.
Following the discussion, the meeting participants agreed that the Concept's documents need to be further analyzed and then coordinated by the States parties to the Agreement. For this purpose, it is proposed to establish a working group of experts within the Air Navigation Coordination Commission to develop a roadmap for the Concept's implementation.
The next meeting of the Air Navigation Coordination Commission is planned for the first quarter of 2027.
The Air Navigation Coordination Commission of the States parties to the Agreement on Civil Aviation and Use of Airspace was established within the Interstate Aviation Committee in January 1994. Regular exchange of experience and discussion of current industry issues within the Air Navigation Coordination Commission contributes to the effective development of civil aviation and aviation safety in the region.
