IAC: meeting of the CAST CIS working group and conference on aircraft de-icing/anti-icing

The Interstate Aviation Committee hosted a series of events dedicated to aircraft de-icing/anti-icing.

On September 15, 2026, a meeting was held by the CAST-CIS regional aviation safety working group on the development of the IAC Methodological recommendations "Aircraft Ground De-icing/Anti-icing" (hereinafter referred to as the IAC Guidelines).

The participants reviewed amendments to the 12th edition of the IAC Methodological recommendations, discussed current issues and industry challenges, and addressed the training of qualified personnel and the organization of the upcoming specialized conference.

On September 17, 2026, the annual conference on aircraft ground de-icing/anti-icing took place. The event was attended by over 120 specialists representing aviation authorities of the States parties to the Agreement on Civil Aviation and Use of Airspace, as well as airlines, airports, aircraft maintenance organizations, de-icing fluid manufacturers, and educational and research institutions.

The conference featured presentations on key topics, including amendments to the IAC (Interstate Aviation Committee) Methodological recommendations, personnel training in accordance with the SAE AS6286E standard, the crystallization process of glycol-based fluids, quality control of aircraft de-icing operations at Russian airports, and external audits and data transmission during procedures. Particular attention was paid to the performance of airlines and airports regarding the provision and organization of aircraft de-icing services at Russian airports during the 2025–2026 autumn-winter season.

During the discussion, it was noted that ground-based aircraft de-icing is a critical factor in aviation safety; its improper execution falls under the ICAO global category of high-risk events and can result in Loss of Control In flight (LOC-I).

The event was constructive: participants exchanged practical developments and industry best practices. Experts commended the effectiveness of such events in addressing current aviation safety issues.

Following the conference, the 12th edition of the IAC Methodological recommendations "Aircraft Ground De-icing/Anti-icing" was approved for developing or updating national manuals for airlines and airports in the region and recommended to aviation authorities of the Member States of the Agreement for implementation in preparation for the 2026–2027 autumn-winter season.
