A delegation fr om the Interstate Aviation Committee participated in the 42nd meeting of the Coordination Council "Eurasia", held in Minsk at the premises of Belaeronavigatsia State-Owned Enterprise.
The meeting was attended by delegations from the Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, and Republic of Armenia (via videoconference), as well as representatives of the International Air Transport Association (IATA) and aviation industry enterprises.
Representatives of air navigation service providers from the member states of the Coordination Council "Eurasia" reported on the results of their operations for the fourth quarter of 2025 and the first half of 2026, and provided updates on ongoing projects to optimize the route network, including the implementation of digital services and the integration of unmanned aircraft systems into the common airspace.
Alexander Vedernikov, Deputy Director of the Department for Harmonization of Civil Aviation Development and Airspace Use at the IAC, delivered a report "IAC Implementation of the Provisions of the Concept for Harmonizing National Air Traffic Management Systems of CIS Member States."
To formulate coordinated solutions and implement the Concept for Harmonizing Air Traffic Management Systems and the Memorandum of Cooperation on Unmanned Aircraft Systems in the eastern part of the ICAO European Region, the IAC conducts systematic work with industry experts. This work is carried out through the meetings of the Air Navigation Coordinating Commission and the Coordination Commission on Remotely Piloted Aircraft Systems, wh ere key issues regarding the integration of national systems are discussed, technical and operational approaches are harmonized, and further steps for developing cooperation are determined.
The meeting addressed the implementation of the Minimum Operational Network (MON) concept to ensure uninterrupted navigation; the development of an aviation meteorological information exchange system based on SWIM technology using AMQP brokers; the establishment and implementation of ACARS networks and Airline Operational Control (AOC) and air navigation services (D-ATIS, DCL, CPDLC); and the use of simulation modeling and neural networks for airspace use planning and the creation of airfield digital twins.
