On the IAC delegation visit to the Republic of Tajikistan

On 9 March, 2017 the Interstate Aviation Committee delegation made a working visit to the Republic of Tajikistan where it held a number of working meetings with Minister of Transport of the Republic of Tajikistan and head of aviation authority.

IAC and Tajikistan cooperation  is based on the Interstate Agreement on Civil Aviation and Use of Airspace, signed in 1991 by 12 post-Soviet states, and is long-term, fruitful, and constructive. During the meeting, the Minister of Transport of the Republic of Tajikistan was briefed on the results of 25-year IAC activity and prospects for further cooperation.

The parties emphasized with satisfaction that, over the past few years, cooperation in the field of aviation safety in the region has reached a a new quality level. Today, the IAC cooperates with aviation authorities of Tajikistan in the field of accident investigation and prevention, certification of aircraft, airports, and equipment, aviation medicine, and aviation security. The IAC activity within the framework of ICAO-IAC project on aircraft experts training in the region is expanding. In 2016 alone, 129 experts were trained for the Republic, which, among other things, enabled Tajikistan to pass an ICAO audit as part of the continuous monitoring program without any significant issues.

Parties emphasized with satisfaction that cooperation in the field of flight safety promotion in the region over the past years has reached a new quality level. Today the IAC cooperates with aviation authorities of Tajikistan in the field of accidents investigation and prevention, certification of aircraft equipment, airports and equipment, aviation medicine and aircraft security. The IAC activity within the framework of ICAO-IAC project on aircraft experts training in the region is increasing. Only in 2016 129 experts were trained for the Republic that also allowed Tajikistan to be audited by ICAO without strong remarks within the framework of the continuous monitoring program. 

The Minister of Transport emphasized the IAC's contribution to the integration processes  in the region, supporting civil aviation development policies and ensuring air communication accessibility. Much attention is paid to aviation in Tajikistan: passenger routes network has been actively developed, a new airport terminal was opened in Dushanbe, and the airline fleet is being intensively updated.

The parties agreed on the need to expand cooperation on a wide range of aviation safety issues, supporting the implementation of ICAO Standards and Recommended Practices. They also supported the IAC's initiatives to expand cooperation in aviation personnel and government inspectors training within the framework of the project to establish an interstate aviation training cluster.

Discussing prospects for expanding cooperation, the Parties agreed on the advisability of establishing a IAC Coordinating Air Transport Council, consisting of experts from the States Parties to the Agreement, to promptly develop decisions on issues of developing fair competition and tariff policy, developing the air transport network, ensuring air transportation accessibility, and increasing the competitiveness of civil aviation of the States Parties to the Agreement at the international level.

The IAC delegation assured the meeting participants that the IAC will continue to prioritize issues of integration with states in our region in order to assist safe and sustainable development of civil aviation.
