On Instructional Seminar held in the Interstate Aviation Committee

On March 28-30, 2023, a regular Instructional Seminar with representatives and candidate representatives on inspection of manufacturing at 40 repair organizations certified by the IAC Aviation Register in the Member States of the Agreement on Civil Aviation and Use of Airspace (Agreement) washeld in the Interstate Aviation Committee (IAC)

The seminar was opened by O. Storchevoy, Chairman of the Interstate Aviation Committee. In his address to the Seminar participants, the IAC Chairman noted that the activities of the IAC Aviation Register and designated representatives for inspection of repair manufacture ensure compliance with basic international standards in the interests of all States Parties to the Agreement.

For 25 years, the activity of representatives inspecting repair manufacture has been an important element in maintaining the effectiveness of the regional certification system operated by the IAC Aviation Register.

In accordance with the Seminar program, issues related to the activities of the IAC Aviation Register in certifying repair organizations, preparing documents for returning products to service (forms C-5, C-6) and supervision over certified repair manyfacture in accordance with the requirements of Aviation Rules AP-145, AP-183 were discussed.

The Seminar participants were informed about the main provisions of the advisory material RM-SUBP-0001 "Audit of the effectiveness of the implementation of the aviation safety management system in organizations engaged in the development, production, maintenance and repair of civil aviation equipment" and the advisory circular No. RC-AP-145.47a "On the creation of conditions to ensure the guarantee of the authenticity of aircraft parts and their components used in repairs."

Most of the seminar programme was devoted to studying Amendment-145-1 to Aviation Regulations AR-145 adopted by the Council on Aviation and Airspace Use in 2022. The participants of the Seminar were provided with comprehensive information on the requirements of the updated version of Aviation Regulations AR-145, international ICAO standards used in developing Amendment 145-1, and the degree of harmonization with the EASA Part-145 and FAA FAR-145.

Held on a regular basis since 1999 by the IAC Aviation Register, the Seminar is a unique professional event in the field of certification of maintenance and repair of civil aviation equipment in the CIS and serves as a platform for the exchange of experience and best practices.
