On January 22, 2025, in Moscow, the Chairman of the Interstate Aviation Committee, Oleg Storchevoy took part in the meeting of the Commission on Economic Affairs of the CIS Economic Council.
The draft Concept of Harmonization of national Air traffic Management Systems of the CIS Member States (hereinafter referred to as the Concept) was presented to the members of the Commission. The need to adopt a new Concept is due to the intensive development of civil aviation in current environment.
The concept is a mechanism containing a system of agreed conceptual and practical approaches to the integrated principle of functioning and development of the air traffic management system (ATM) in the Eurasian space.
The harmonization process is carried out considering the provisions of the Global Air Navigation Plan of the International Civil Aviation Organization, which is based on the concept of the evolution of the global ATM system and the requirements for the aviation industry in terms of improving the quality of forecasting, implementation of advanced technologies for communication, navigation and surveillance.
"In comparison with the approaches laid down in the current Concept from 2004, established by the Interstate Aviation Committee, the new document places particular emphasis on improving the interaction of air traffic management systems of the CIS Member States. This primarily concerns the planning and implementation of measures aimed at enhancing aviation safety, air traffic management and maintenance activities, transition to modern aeronautical information management, and implementation of the international geocentric coordinate system WGS-84," Oleg Storchevoy stated in his report.
It is important to note that the CIS Member States took an active part in the preparation of the new version of the Concept and made constructive proposals at various stages of approval.
The IAC Chairman drew the attention of the meeting participants to the fact that the implementation of the Concept will improve the efficiency of the functioning of national systems during various changes in air traffic: it will increase the capacity of airspace, improve the quality of flight regularity and will contribute to enhancing aviation safety.
"The Interstate Aviation Committee, as the regional organization responsible for ensuring aviation safety participated in the development of this Concept and is ready to provide all necessary support in its future implementation ," Oleg Storchevoy emphasized at the end of the report.
Traditionally, at the meeting of the Commission on Economic Affairs of the CIS Economic Council, a wide range of issues related to the economic integration of the CIS Member States were discussed. More information about the meeting is available at the link.
The Economic Council of the Commonwealth of Independent States is the main executive body that ensures the implementation of agreements adopted within the CIS, decisions of the Council of Heads of State and the Council of Heads of Government of the Commonwealth on the establishing and functioning of a free trade zone and other issues of socio-economic cooperation.
