The Interstate Aviation Committee publishes a Report on civil aviation safety level of the Member States of the Agreement on Civil Aviation and Use of Airspace in 2025 (Report on Aviation Safety)
The Report on Aviaiton Safety includes statistical data on accidents for the past year and for a five-year period with distribution by aircraft class and types of aviation works and operations, as well as an analysis of this data and information on specific air accidents that occurred in 2025.
In 2025, the relative aviation safety performance indicators of the States Parties to the Agreement have improved significantly compared to 2024 and is in the range of the period 2021-2025. In 2025, the absolute aviation safety performance indicator of States in the region for all types of aviation works and operations have improved significantly compared to 2024 (31 air accidents and 46 air accidents in 2025 and 2024, respectively). In addition, there has been an improvement in aviation safety indicators for fatal accidents: 14 fatal accidents in 2025 compared to 19 fatal accidents in 2024, which is the best indicator for the twenty-year period 2006-2025.
An important section of the Report on aviation safety is the recommendations for aviation authorities, which are of a general nature. The IAC advises that these recommendations should be brought to the attention of all stakeholders of States and organizations involved in aviation safety and aircraft operation in civil aviation for review and analysis, considering the current situation in individual States.
Due to the recurrence of air accidents for the same reasons and the failure to implement the recommendations of the IAC Investigation teams, it is necessary to develop an effective system for promptly responding to these recommendations and bringing them into specific action plans with monitoring of implementation deadlines in accordance with ICAO Standards and Recommended Practices.
Commenting on the Report on aviation safety, IAC Chairman Oleg Storchevoy notes: "Over the past year, the overall aviation safety level was above average. However, problem areas remain. Regional aviation authorities and industry organizations must consider the following global categories of high-risk events to mitigate the risk of fatalities: controlled flight into terrain, loss of control in flight, mid-air collision, runway excursion, and runway incursion. The latter, although not considered accidents but rather incidents, continue to receive significant attention from ICAO in its Global Aviation Safety Plan. And, of course, special attention should be paid to the qualification of flight crew and the systematic improvement of its training."
In 2025, the IAC had 62 investigations, 54 of which were completed. IAC specialists participated in 18 investigations as accredited representatives. Also, additional work was carried out as part of air incident investigation at the request of states.
This year, the Interstate Aviation Committee continues its systematic and targeted work aimed at enhancing the level of safe operation of air transport.
