     According to the information received the accident with Mi-2 RA-20981 helicopter owned by "Convers-Avia" Airlines of the Federal Authority of Transport Oversight of the Ministry of Transport of the Russian Federation occurred near Nefteyugansk, Tyumen Region (RF) on January 12, 2009 at 10:30 Moscow time.
     Performing conduit pope overflight enroute Poykovsky - Karkateevy the crew didn't establish communication at the specified time. Destroyed rotorcraft was detected by research activities. Four crew members on board were killed.
      Based on the Russian legislation and in accordance with "Aircraft Accident and Incident Investigation regulations in the Russian Federation" approved by RF Government Regulation № 609 from June 1998 the investigation is conducted by the Investigation team of the Interstate Aviation Committee with participation of representatives of aviation authorities of the Russian Federation.

     Interstate Aviation Committee Investigator in charge of the fatal accident with Mi-2 RA-20981 helicopter occurred in Nefteyugansky district,Tyumen Region on January 12, 2009 informs that the activities at the accident site will be completed on January 27. Remained fragments of the rotorcraft and engines were evacuated to "Poykovsky" landing site. Experts proceeded to helicopter and rotor blades control system "layout". The analysis of destruction pattern and helicopter fragments damage will be held considering "layout" results. According to the preliminary assessment both engines were operable.
     The Commission is developing versions of failures in helicopter control system, main gearbox and also PIC's possible inflight performance loop.

     The Interstate Aviation Committee Investigation team has completed the investigation of the fatal accident with Mi-2 RA-20981 helicopter owned by "Vonvers Avia Airline" CJSC occurred in Nefteyugansk district, near Tyumen region (RF) on January 12, 2009.
      In accordance with the Investigation team's conclusion: «Most probably, the fatal accident with Mi-2 RA-20981 helicopter owned by "Convers Avia Airline" CJSC was caused by performance capabilities loss of aircraft pilot-in-command midair performing active piloting that resulted in inadequate controls input, yawing moment, right roll, inclined forward fuselage and helicopter ground impact with significant vertical speed».
      Based on clause 2.6.2 PRAPI-98 Final report is published with the written approval of Tyumen interregional investigation department of Ural Investigation Department of transport of the Investigative Committee of the Prosecutor of the Russian Federation investigation the fatal accident. Final report is attached.
      Interstate Aviation Committee emphasizes again that this report is issued for the sole purpose of accidents prevention and not intended to ascertain someone’s guilt or responsibility.
