     The Interstate Aviation Committee Investigation team which includes official representatives of Civil Aviation Agency under the Ministry of Transport and Communication of the Kyrgyz Republic has completed the investigation of the accident with An-2 ЕХ-68039 aircraft owned by joint Kyrgyz-American Airlines «GOLDEN RULE AIRLINES» Ltd occurred in the area of "Ak-Chiy" Aerodrome (Kyrgyz Republic, Bishkek) on February 22, 2009. Final report in accordance with the investigation results is signed by all members of the Investigation team without comments and dissenting opinions.
      In accordance with the Investigation team's conclusion:
     "Accident with An-2с/х ЕХ - 68039 aircraft occurred due to emergency landing on cross-country terrain followed by its structure destruction and was a result of combination of the following factors:
      - engine uneven running at the initial takeoff phase resulted in almost total engine loss (failure) and aircraft descending;
      - altitude and flight speed low margin at the moment of engine failure resulted in need of emergency landing by the crew on terrain located straight ahead of aircraft descending;
      - obstacles in the form of deep furrows crossing flight direction on impending landing area (farm field) for landing along which the aircraft was rolled left by the crew during landing;
      - aircraft advanced landing on the field slushy ground on port undercarriage resulted in wheel deepening into ground resulted in port undercarriage destruction, wing cell left planes ground touchdown and their destruction.
      Engine power loss midair, most probably, was caused by fuel supply decrease due to contamination of micron filters in engine refueling system by mechanical impurities. Appearance, structure and behavior of mechanical impurities detected in aircraft fuel system are not typical for aircraft fuel system contaminants under normal conditions of operation. It was not possible to determine the source of contamination in aircraft fuel system.
