The accident with An-26B RA-26082 aircraft owned by "KAPO Avia" CJSC occurred in a/p Magadan on January 3, 2015.     
According to the available information 4 members of the main crew and 4 members of by-crew on board were not injured, the aircraft sustained substantial damage.

The Interstate Aviation Committee has assigned the Investigation team of this accident in accordance with the Russian Aviation Legislation. The Investigation team has started its work.

     The Investigation team of the Interstate Aviation Committee has completed the investigation of the accident with An-26B RA-26082 aircraft owned by "KAPO Avia" CJSC occurred at Magadan airport (Sokol) at January 3, 2015.
      The accident with Аn-26B RA-26082 aircraft was caused by the aircraft overrun aside after PIC's decision to reject take-off because of the inability of nose-up elevator input due to its latched position. 
      The aircraft overrun to the right most probably was caused by the twitching of elevator gust lock by the flight engineer during tale off in order to unlock the elevator that resulted in temporary lock of the rudder and inability to maintain the runway heading.

      The accident was caused by combination of the following factors:
     
      • violation of controls unlock procedure specified by the aircraft FOM;
      • non-execution of free-wheeling of steering controls and ailerons inspection at specified by the aircraft FOM points by the crew, formal meeting of the checklists requirement;
      • lack of the crew proficiency in actual flights for maintaining skills in aircraft operation and it systems control that provoked and developed flight emergency situation. 

Fulfillment а № 903-BU-G and № 847-BE-G from June 27, 1991 on installation of elevator latched position warning, most probably, could prevent the accident.    

The appropriate safety recommendations based on the investigation results were developed.
